The Role:
Purpose & Accountabilities:

The main purpose of the Lead Marine/Civil QA/QC Engineer position is oversee the quality management of all civil and marine scope to be developed for the client.
This includes the scope to be executed by the main EPC contractor as well scope executed directly by the client. The role's core objective is to ensure that all scope is built in accordance with its intended function, to oversee the implementation contractors quality management systems, implement the inspection and test plans for the scopes, manage the inspection contracts and source the required inspection resources, and by doing so have a direct role in the successful delivery and start-up of the plant. The incumbent will need to develop excellent relations with the construction managers of the various contractors as well as the various regulatory authorities in British Columbia.

The Principal responsibilities / accountabilities include:
* Assist in developing the Project Quality Management system by establishing procedures, plans and work instructions as needed.
* Work with the EPC Contractor to develop and implement the "Zero Defect" culture.
* Organize and manage inspection activities including assigning inspectors and QC engineers to attend witness and hold points as required by ITPs.
* Monitor implementation of the Quality Management System through regular audits and reviews.
* Monitor implementation of the FPD program throughout the Execute Phase.
* Monitor Key Performance Indicators (KPIs) to measure quality performance in different areas of work development.
* Monitor and report on compliance and nonconformities and maintain relevant records.
* Provide guidance to the project team on matters related to QA/QC and support project initiatives to raise the quality awareness amongst project team members, contractors and sub-contractors.
* Attend site quality meetings with contractors.
* Develop and issue quality alerts as necessary.
* Identify and manage risks that could impact achieving quality objectives.
* Establish and execute audit and review plans.
* Follow up corrective actions from audits and reviews and maintain status register.

Dimensions:
* Overall cost of the facilities to be built: CAD 350MM for the tank and ~800MM+ for all site preparation and civil scope . Direct reports: 0. Indirect reports (inspectors, functional staff) - 5.
* The Lead QA/QC Engineer will report directly to the Construction Lead with functional reporting line to the Quality Lead.
* The Lead QA/QC Engineer will contribute onto building professional relationships between the Project Team Members and Site Contractors.
* The Lead QA/QC Engineer will interact with contractors, subcontractors, suppliers, second-party inspection agency and regulatory bodies


Work Schedule: 5/2 workweek, 9hrs a day, days off not always on Sat/Sun. Or 10/4 days fly-in/out rotation based out of Calgary could be considered under exceptional circumstances.

Essential Skills / Qualifications:
Skills & Requirements:

* Professional engineer with a 10-15 Years of QA/QC experience in civil construction and marine works.
* A minimum of Diploma in Civil Engineering.
* Preferably TA2 or TA3 in Civil Engineering or Quality Engineering.
* Shall be a Graduate Engineer (B.Sc. Eng. / BE/B.Tech.) either in Civil engineering.
* Qualified Lead Quality Assessor/Auditor.
* Experience in Quality Management Systems for construction works with knowledge of ISO 9000 standards.
* Experience in inspection and test methods and techniques for:
- Soil and earthworks
- Geotechnical, marine, dredging
- Concrete testing
- Cable trenching
- Foundation and caisson construction
- Concrete (material, mixing, transporting, pre-placement, placement, finishing and repair, curing)
- Steel structure erection.

* Familiarity with Canadian and BC standards, codes and regulations are preferable.
* Shall have experience in managing inspection and QC activities at construction site.
