Our client, a large oil and gas operator, is seeking a Quality Engineer based in Yokohama, Japan. The joint venture is proposing to build a liquefied natural gas (LNG) export facility in Kitimat, British Columbia, Canada that would initially consist of two LNG processing units referred to as "trains," each with the capacity to produce at least 6.5 mtpa of LNG annually. The project would include an option to expand in the future to four trains.

Purpose & Accountabilities:
The Engineering and Procurement (EP) Quality Engineer will be responsible for the development, management, implementation and monitoring of the Quality Management System to safely execute, commission and handover the Project on schedule, to specifications and budget in a way that fulfills Project's policy, quality system and procedures.

The EP Quality Engineer is responsible for ensuring that quality of the works being delivered by the EPC Contractor and its Suppliers are in compliance with project quality plan, procedures and instructions.

The Principal responsibilities / accountabilities include:
* Assist in developing the Project Quality Management system by establishing procedures, plans and work instructions as needed
* Work with the EPC Contractor to develop and implement the "Zero Defect" culture
* Work with EPC Contractor to ensure a robust and fit-for-purpose vendor surveillance program is in place
* Provide technical quality inputs to project deliverables as per established Project Controls and Assurance Plan (PCAP)
* Monitor implementation of the Quality Management System through regular audits and reviews
* Develop and monitor implementation of the Flawless Project Delivery (FPD) program throughout the EP Phase
* Establish and monitor Key Performance Indicators (KPIs) to measure quality performance in different areas of work development and at various project Phases
* Monitor and report on compliance and nonconformities and maintain relevant records
* Provide guidance to the project team on matters related to QA and support project initiatives to raise the quality awareness amongst project team members, contractors and vendors
* Review and provide inputs to RFP/RFQ documents
* Participate and provide inputs into Equipment Criticality Assessment and develop Quality Intervention Plans for procured items
* Carry out surveillance visits to vendor shops and fabrication yards as required
* Coordinate with engineering disciplines review and commenting on Inspection and Test Plans and Procedures
* Coordinate and manage resident inspectors and second party inspection activities at vendor shops
* Carry out or participate in pre-qualification audits and assessments on potential vendors and contractors
* Attend pre-inspection meetings as required
* Participate and provide input into technical HSE and integrity reviews
* Develop and issue quality alerts as necessary
* Prepare monthly quality reports
* Identify and manage risks that could impact achieving quality objectives
* Contribute into the annual Management Review

Dimensions:
* Member of the Project Team who will be based at the EPC Office(s) during the Engineering and Procurement (EP) phase
* Contribute onto building professional relationships between the Project Team Members and EPC Contractor, its Suppliers and Sub-contractors
* Interact with contractors, subcontractors, suppliers, second-party inspection agency and regulatory bodies
* The role will require fair amount of travel to worldwide locations.

Skills & Requirements:
* Professional engineer with a 10-15 Years of QA/QC experience in Design, Fabrication, Procurement, Construction and Project Management in Oil and Gas facilities
* Technical Authority level 2 or 3 in Quality Engineering
* Graduate Engineer (B.Sc. Eng. / BE/B.Tech.) either in Mechanical / Metallurgical / Welding / Electrical / Instrumentation/Civil engineering as appropriate
* IRCA, Registered Lead Assessor, ASQ Quality Auditor or equivalent
* Management experience in establishment, operation and maintenance of quality management system in accordance with ISO 9000 with the capability of developing quality system, quality plans, work procedures and inspection plans
* Sound technical knowledge in materials, welding, coating/painting, NDE inspection and general construction activities
* Experience of working to and fully familiar with industrial codes and standards such as from ANSI, ASME, ASTM, API, CSA and ISO used in oil and gas industries
* Experience in managing inspection and QC activities at vendor shops
* Experience in source inspection, expediting and receiving inspection
* Well versed in quality improvement techniques, resolving issues, carrying out root cause analysis and non-conformance investigations
* Data analysis and reporting skills
* Experience in managing EP and Fabrication works
* Experience in developing and managing FPD and Lessons Learned programs
* Excellent communications and inter-personal / leadership skills are essential
* Team player, acting as a champion to break new grounds and self-motivated
* Ability to manage interfaces and relationship with key stakeholders
* Knowledge of LEAN, Six Sigma and other improvement techniques are advantage
* Previous experience in LNG projects and Modular Fabrication are advantage
* Proven track record of result deliveries in challenging project environments.
