The Role:
Purpose of the Job

The Quality Engineer is in charge to manage the development and implementation of quality assurance and quality control processes and procedures on the project, ensuring activities are compliant with ISO 9001 and company internal processes and procedures. He shall ensure client satisfaction, statutory and regulatory requirements in term of Quality.
He shall support the design team, the construction team and the T&C team in their duties.

Position in the Organisation
Organisational Reporting
Reports operationally and hierarchically to the Project Manager.

Network & Links
Coordination with the project team members, the client (LTA), the operator (SMRT) and other contractors on the project.

* In charge to define the quality management strategies, audit methodologies and implementation on the project
* Setting up and maintaining documentation and control procedures
* Promote culture of quality is everyone's responsibility throughout the projects division, Setting quality assurance compliance objectives to achieve the targets
* Promote performance improvement and quality assurance programs throughout the operations team
* Undertake project audits
* Ensuring equipment compliance with legislation and railway standards
* Establish lessons learnt resource
* Monitor production and control of Inspection and Test Plans within projects, ensure their implementation at various stages in the project life cycle
* Assist with collation of hand-back documentation
* Develop periodic reports, productivity and quality dashboards, collating and analysing performance charts and data against defined parameters
* Determining relevant quality associated training requirements
* Implement and maintain database of defects, corrective actions and associated costs
* Organise campaigns, training courses and other activities to develop and sustain the interest of employees and sub-contractors in maintaining good Quality standards in the construction site

The role performance will be evaluated according to the following points:
- Quality of the work delivered by the project team
- Quality of the documents submitted
- Timely delivery of the deliverables. (i.e. activity completion and report issuance)
- Accuracy of the work done and reported

Essential Skills / Qualifications:
Educational Requirements
Bachelor's Degree or Professional Certification in general engineering, with 10 years of experience as Quality Engineer

Desired Knowledge / Experience
* Proficient in Excel, PPT & Word
* Team spirit approach and communication skills
* Quality Assurance and Quality Control process, ISO 9001
* Auditing Process and ISO 19011
* Conscientious and rigorous in his work
