The Role:
We are currently recruiting for a proven Program Manager, initially for a contract role but which will be converted to a 12 month permanent / staff position in the near future, with experience in the design, development and building of major railway networks, to join our Client's management team on a residential status based in Abu Dhabi. The Program Manager will be responsible for the procurement of track, signalling, maintenance facilities, tunnels, locomotives, and wagons

The Program Manager's role will involve, but not be limited to:
* Ensure that communications are customer facing and coordinated between all relevant parties, including other members of the Project Team as required. Maintaining and developing relationships both internally and externally is key;
* Provide dynamic Project Management leadership and collaboration of the project to ensure a successful delivery of the product within the time and budget allotted while in compliance with the specifications of the project;
* Liaise with Senior Project Manager, who is based overseas, daily and attend all meetings as required to ensure that contract deliverables are visible, understood, and assigned to ensure delivery on-time, within scope and within budget;
* Be one of the primary communicators of Project Management information to the EPC contractor and the customer;
* Provide oversight to the creation of a project plan and schedule and provide leadership to execute as planned. Work with other members of the Project Management team and Project Controls.
* Develop and communicate project scope, goals and deliverables, involving all relevant stakeholders and ensuring feasibility; ensure resource availability and allocation;
* Use appropriate verification techniques to manage changes in project scope, schedule and costs;
* Measure project performance using appropriate systems, tools and techniques;
* Report and escalate to management as needed;
* Perform risk management to minimize project risks;
* Create and maintain comprehensive project documentation;
* Communicate project status with Sales Lead and the end customer as defined by the contract;
* Establish and maintain relationships with third parties if required;
* Accept special assignments as needed;

Essential Skills / Qualifications:
The Program Manager will be expected to demonstrate the following skills and experience:
* Bachelor's degree with emphasis in Business or Program Management or equivalent (Master's would be a distinct advantage);
* Experience using Primavera (exposure to ERP systems a distinct advantage);
* PMP certified highly preferred;
* Extensive experience on capital intensive, highly engineered, long life cycle product line;
* Exceptional English written and verbal skills;
* Exceptional conflict resolution skills;
* Understand locomotive product;
* Experience in successfully managing people, projects and/or programs;
* Ability to influence and lead others;
* Excellent level of analytical ability to assess, identify and facilitate appropriate alternative courses of action;
* Attention to detail, ability to multi-task and prioritize tasks with strict deadlines.
