The Role:
Requirements:
* Strong understanding and knowledge of safety and health issues and regulatory requirements
* Strong knowledge of operations in oil and gas activities, especially during fabrication work and offshore installation.
* Strong leadership skills attribute.
* Strong problem solving, decision making and conflict resolution skills.
* Excellent communication and interpersonal skills in English and Bahasa Malaysia.
* Ability to effectively communicate with Contractor representatives and workers.
* A self-starter and a key player within the project HSE Team.
* Hands-on in implementation, monitoring and continuous improvement HSE requirement in project environment towards achieving a harm free workplace in all phases of company's Malaysian operations.
* Knowledge in HSE Contract Exhibit.
* Strong knowledge in:
o Occupational Safety and Health Act and its Regulation;
o Factories and Machinery Act and its Regulations; and
o Environmental Quality Act and its Regulations.
* Having valid DOSH Safety and Health Officer Green Book is an advantage.
* Have valid Tropical Basic Offshore Safety Induction and Emergency Training (TBOSIET) from OPITO Approved training provider.
* Issued with Medical Fitness Certificate by PETRONAS Approved Medical Examiner (AME).

Location:
* Office in the fabrication yard and / or offshore.

Reporting:
* This position reports directly to the Senior Project HSE Specialist and reports indirectly to Company Site Representative (CSR).

Responsibilities:
* Implements HSE Program.
* Verify HSE Contract Exhibits implementation by the Contractor throughout the project.
* Verify Contractor Project Team HSE Plan and Procedures implementation.
* Verify Sapura E&P KL office HSEMS Audit Findings Close-out by the Contractor.
* Participate in project daily and weekly Toolbox Meeting.
* Verify validity of DOSH certification for relevant Contractor's job functions, DOSH certificate of fitness of Contractors' equipment and Contractors' compliance with DOSH, DOE or other authorities' legal requirements.
* Verify validity and effectiveness of Contractors' workers CIDB Training, Contractor Safety Induction and Orientation training.
* Verifies Risk Assessment (RA) recommendations implementation by Contractor.
* Attend daily Contractor Job Hazards Analysis (JHA) and Permit to Work (PTW) readouts to ensure Contractors' workers understanding of, compliance with and implementation of the JHA and PTW prior to start work.
* Verify compliance with and implementation of JHA and PTW throughout the work day
* Maintain visible presence and perform safety assessment at the project worksites about 80% of their working hours.
* Supervise the implementation of Job Observation Biweekly Surveillance (JOBS) by Contractor and sub-contractors' supervisors.
* Participate in U See U Act (USUA) program.
* Promote and implement safety intervention and STOP WORK for unsafe act and conditions and non-compliances.
* Participate in Contractor HSE programs.
* Assist in the reporting, investigation of incidents including near misses and at-risk observations as well as assisting in the tracking to closure of open items resulting from the investigations.
* Member of the Project HSE Committee meeting.
* Work on night rotation as required by project team.
* Engage with Contractor's HSE Engineer, Coordinator, Officer and promoter for all matters on HSE for the project work.
* Verify workers wear correct and approved PPE.
* Support the preparation of Project Weekly HSE Report for KL Office.

The Company:
Our Client is looking for a Project Safety & Health Officer to be based at fabrication yard office and/or offshore.

Essential Skills / Qualifications:
Experience:
* Minimum of 5 years' experience in oil, gas or petrochemical offshore or onshore HSE experiences with a Degree qualification;
* Minimum of 8 years' experience in oil, gas or petrochemical offshore or onshore HSE experiences with a Diploma qualification; or
* Minimum of 10 years' experience with Professional Certificate qualification in oil, gas or petrochemical offshore or onshore HSE experiences.

Qualification:
* B.Sc. or M.Sc. in an engineering or science discipline.
* Bachelor's degree in a safety or environmental related discipline.
* HSE related professional qualification.
