The Role:
Our Client, owner and developer of a Refinery Facilities, is urgently sourcing for a Cost Estimator who has strong experience in Cost estimation, cost planning and cost management, Valuation of work, Claims and dispute management ,Cost Optimization experience in similar background. This role would be based at the refinery site working at (location: Thanh Hoa, Northern part of Vietnam). The refinery has been in Commercial Operation since December 2018.

Contract duration: 2 years
Working schedule: 5 days a week, 8 hours a day
Benefits: mob/demob economy class flights, economy class flights twice a year, free accommodation, local transport (shuttle bus), medical insurance, 20 days paid vacation per year + the public holidays

Responsibilities of Cost Estimator include but not limited to:
- Consult with vendors and PICs in other departments to discuss and formulate estimates and resolve issues.
- Analyze blueprints and other documentation to prepare time, cost, materials, and labour estimates.
- Estimate costs of goods or services.
- Prepare estimates for use in selecting vendors or subcontractors.
- Confer with engineers, contractors and subcontractors on changes and adjustments to cost estimates.
- Prepare estimates used by management for purposes such as planning, organizing, and scheduling work.
- Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the Maintenance project
- Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction..
- Establish and maintain tendering process and conduct negotiations.
- Work with related team/departments to optimize the cost for packages
- Perform other tasks assigned by Supervisor/ Manager

Essential Skills / Qualifications:
Speciality/Qualification - A Bachelor's degree in Engineering, Construction Management, Economics, Business Administration or Accounting

- Able to use statistical tools to analyze costs metrics and perform risk analysis.
- Highly motivated, well organized, and proactive
- Possess excellent interpersonal skills with sound written and oral communication skills
- Report writing and presentation skills.
- English skills: IELTS 6.5 (speak, writing, presentation in professional way)
- Competency in Microsoft applications including Word, Excel and Outlook
