Highway Inspector

The Role:
The job will include inspecting the highway at agreed frequencies in order to maintain the highway in a safe and usable condition. It will involve collating, reporting and recording information; assessing condition of highway network, recommending and inputting to the design of remedial works; organising repairs and works identified in the annual maintenance programme, checking compliance with technical standards.

Monitor and control work on the highway by third parties and to deal with highway complaints, enforcement and insurance issues arising on the highway and public Rights of Way Network

To ensure efficient and effective delivery of the service to meet assigned Corporate, Directorate, Group and Unit objectives

DECISIONS MADE:

1. To assist in team scheduling and the preparation of the annual programmes of works which will include identifying a priority programme of repairs for roads, footways, footpaths, bridleways, byways etc
.
2. To complete and record routine highways inspections and to identify and oversee works required.

3. To inspect, record, coordinate utility company road works and other planned interventions on the highway network. Making decisions on compliance with the Councils Network Management policies and procedures.

4. Assist in negotiating with developers in relation to S106 Sections 38 and 278 works.

5. To monitor any activities within the Public Highway for compliance with current legislation and Council policy. To take appropriate enforcement action when required to ensure the proper and lawful use of highways..

6. Monitor and analyse the workload and priorities, amend timescales and programmes as required.

7. Continually review programme of work to ensure deadlines are being met.


8. Assist in reviewing and challenge Highways Policies and Procedures amend and implement changes where appropriate.

9. To advise assist and direct users of the highway, residents and businesses with regard to highway issues.

Essential Skills / Qualifications:
NRSWA accreditation at supervisor level.
City and Guilds qualification in Highways Inspection (LANTRA or equivalent)
Detailed knowledge of highways legislation, practice and application required for the management, maintenance and improvement of
Highways and Rights of Way network.
Ability to negotiate with and instruct contractors and utility companies on Highways matters
Good working knowledge of Local Government,
Must be able to communicate effectively with general public, elected members and colleagues on technical matters
Must be able to demonstrate a sound working knowledge of financial management.
Must be able to demonstrate a sound knowledge of Health and Safety Regulations including streetworks certification
Must be computer literate and be proficient in the production of technical reports.
Must be able to demonstrate an ability to understand, communicate and develop solutions to complex technical issues.
Must have good organisational and time management skills and
