The Role:
JOB PURPOSE:

To provide a professional arboricultural service in respect of the management of the Council's tree stock with the aim of fulfilling the Council's statutory duties and conserving and enhancing the stock's asset value.

MAIN DUTIES AND RESPONSIBILITIES:

1. Undertake a programme of pro-active and planned inspections of Council tree stock, record un-plotted trees, assess tree condition and ensure their health and safety, in accordance with the Council's statutory and tree management policy obligations.

2. Assist with operating and updating the Council's tree inventory and management system; produce and organise associated work programmes and their delivery.

3. Assist the Arboricultural Officers in providing technical arboricultural advice and guidance to a range of stakeholders, including Council Members and internal Council officers on both pro-active and reactive basis.

4. Deal effectively and efficiently with enquiries and complaints both verbally and in writing, adhering to the Council's tree management policies and customer service standards.

5. Assist with the delivery and management of the Council's tree maintenance, husbandry and planting programmes including their appropriation using the Council's procurement systems.

6. Assist in supervising and monitoring the performance of the Council's arboricultural contractors and ensure that specifications and standards are fully complied with.

7. Survey and assess private trees which represent a health and safety risk to users of the Public Highway and/ or have an amenity impact on Council assets and associated services.

8. Use professional development and networking to keep informed of best practice, relevant legislation, procedures and standards

9. Contribute to the operation and development of the Council's arboricultural team and wider parks and countryside service.

10. Assist with occasional out of hours emergency contact duties associated with the service's delivery

11. Undertake any other duties as requested commensurate with the grade of the post.

Essential Skills / Qualifications:
- Can demonstrate current, up to date working knowledge and an appropriate level of experience in urban forestry, including investigating and specifying health and safety and amenity tree management work, ideally in either a public highway and/ or public realm environment.
- Minimum Level 2 qualification in arboriculture or urban forestry essential. Arboricultural Association Technician's Certificate and/or Lantra Professional Tree Inspectors qualification desirable.
- Good level of up to date working knowledge and experience in the identification of tree species and assessment of structural weakness, decay, and pests and diseases with their significance and appropriate recommended remedial action required.
- Demonstrable knowledge of current best arboricultural practice, legislative requirements and appropriate health and safety practice within an operational context.
- Ability to communicate clearly and concisely in both verbal and written forms with a range of different stake
