The Role:
Accountabilities:
The Head of Learning and Development is accountable for developing and driving an effective learning and development agenda that supports the delivery of Company business objectives and vision.

Job Dimensions:
Leading a team of 10+ staff and contributing strongly to Company's Qatarization objectives and Employee Value Proposition, the position holder will design, implement and drive a suite of high-quality learning and development programs and solutions to support the delivery of Company business plan for the Al Shaheen venture. The incumbent and will partner closely with senior leaders in the business and with colleagues in the HR team to build and execute fit-for-purpose training programs and Personal Development Plans which will support the professional development and functional competence of Company employees at all levels. The job holder will also create, implement and monitor the Training Strategy, Training Plan and Training Budget.

Activities:
Key responsibilities are to:
Develop and implement a comprehensive organizational Training Strategy in line with Company business objectives and Qatar National Vision (QNV).
Design and deliver high quality / cost effective learning solutions and methods focused on safe and reliable operations, key capabilities building and in line with the Qatarization strategy.
Develop and deliver core training programmes from the on-boarding process, Graduate development program, Leadership development, core/technical/ and business-specific training, and the development of nationals, and ensuring that these are delivered consistently to a high standard
Develop and manage the Annual Training Plan targeting business need and evaluate its effectiveness on a continuous basis.
Define and monitor expenditure against the Annual Training Budget and support key stakeholders with budget allocation based on business needs and requirements. Forecast training budgets and provide reports against actual costs.
Create and develop a fit-for-purpose Health, Safety, Environment and Quality Matrix, Individual Competency assessments and learning plans, and Personal Development Plans in cooperation with senior management and team leaders in the business and with the wider HR team.
Design, deliver, implement and update as required, a fit-for-purpose Leadership Program/Curriculum that supports the targeted Company Leadership Behaviors.
Design and implement a National Gradate Development Program in line with Company Qatarization Strategy, and professional development programs for all staff who are identified as having career progression capabilities. Create Key Performance Indicators (KPI's) to measure program benefits in order to focus on the most effective initiatives and create a Continuous Improvement (CI) and Learning culture.
Monitor employees' competences and skills compliance with the operation requirements and ensure readiness to anticipate future needs.
Develop Company internal Coaching and Mentoring capability and build an internal trainers network to deliver core training programs such as on-boarding training, HSE awareness etc. and to ensure the continuous transfer of knowledge and competency between senior and less experienced staff.
Support and monitor the realization of long-term career development plans within the organization by identifying learning and training needs based on individual performance and critical skill gaps closure following 70/20/10 model
Lead the Training and Development team; manage, coach, support and develop the staff, encouraging the attainment of internationally-recognized T&D-oriented professional qualifications.
Create a catalog of learning providers supported by internal specialists. Work with procurement to develop long-term framework contracts for training programmes.
Support the efficient delivery of safety-critical operational and mandatory trainings and ensure effective verification that all learning meets legal, regulatory, operational, local, and Company requirements.
Manage relationships with key stakeholders, identifying any shortfalls and improvement areas
Implement an effective and user-friendly Learning Management System and ensure the efficient maintenance and management of training documentation and records. Create, purchase or deliver E-Learning modules that assist the organization in learning about its processes.

Profile Required
The incumbent should be qualified to degree-level in a Human Resources, Behavioral Sciences or Training related discipline.
Qualifications in other disciplines plus hands-on experience in T&D functions are also acceptable with a combination of hands-on and managerial experience in T&D roles spanning at least 10 years.
Participation in Nationalization programmes and experience of training trainers in Coaching and Mentoring techniques will be highly advantageous.
Necessary knowledge includes: Procurement process, LMS and HR systems, analysis and reporting, and budgeting.
