The Role:

· Accountability is to develop Corporate HSE Management System and all associated Safety Working Procedures in close coordination with other entities.
· Responsible for the HSE performance reporting in line with the legal and Shareholders requirements
· Responsible for managing event reporting and tracking tool (Synergi®) and act as administration during transition phase.
· Responsible for developing emergency response structure, duty roster, crisis management plan.
· Responsible for developing HSE Training Matrix and follow-up training requirements including management of HSE training providers and prepare periodic performance reporting (dashboards) on training compliance.
· Responsible for defining requirements for HSE Management System external certification
· Responsible for defining HSE requirements for Contracts and participating periodic HSE evaluation of contracts


HSE Management System Procedures
· Act as custodian of implementation in HSE Management System
· Develop HSE Procedures in accordance with HSE Objectives and conform to applicable regulations and management expectations;
· Provide assistance support including training and orientation to various entities for the implementation of HSE Management System.
· Set audit program to evaluate and seek feedback on the implementation of HSE MS procedures for continuous improvement

Contractors' HSE management
· Develop and finalize HSE clauses Annex in contracts
· Provide support on risks assessment and during evaluation of bidders HSE performance;
· Provide support for HSE evaluation during various stages of contract execution;
· Provides methodological support for development of Bridging documents.

HSE Performance and Improvement Plan
· Prepare periodic HSE performance reporting (timing / quality) as per regulatory and Shareholder's requirements
· Act as administrator of Synergi tool for following up incidents/accidents, anomalies, audits registration and actions.
· Provide guarantee of quality incident and near miss investigation process and analyses of accidents (Cause Tree Analysis).
· Prepare compliance with HSE KPIs and trends for various management reviews.
· Ensures that HSE KPIs are traceable, accurately calculated, documented, and followed up.

HSE Training
· Prepare HSE Training Matrix for management approval.
· Follow-up training requirements and set up accurate tracking of HSE training compliances against matrix of all employees
Prepare periodic reporting with suitable dashboards on HSE training compliance

Profile required

· Engineering Degree or Masters.
· Minimum 15 years' experience of which: 10 years general upstream oil and gas HSE supervision experience; 5 years HSE Management System development in a large oil and gas organization; Familiar with HSE procedures, Management System standards and guidelines.
· Computer knowledge
· Conversant with usual business suites (Word, Excel, PowerPoint, Access databases).
· Familiarity with in HSE Standards and International: OHSAS 18001, ISO 14001, ISO 900, CCPS
· Lead HSE Auditor Certification
