The Role:
This is a two years definite contract and rotational position based in Offshore Qatar under Field Operations. A tax free salary and comprehensive benefits package.
Accountabilities
Acts as the On-Scene Commander in the event of an Emergency Response to ensure minimal harm to personnel, environment and asset
Ensure that the services included in the FSO contract such as storage (3 million barrels) and export (100 million barrels per year), produced water treatment on board the FSO are done safely and in an efficient manner.
Ensure that all marine operations associated to FSO's oil and water import and export including Single point moorings and interfaces are safely and efficiently carried out to ensure strict compliance with company policies and procedures.
Manage the marine activities in the Al-Shaheen Field assigned complex (excluding platforms 500 meters safety zones) to deliver on short to mid-term business priorities.
Activities
Act as the HSE-Site Authority to ensure the health and safety of all personnel on-board and prevent damage to environment and plant
Manage crude oil import and export in a safe and incident free way
Produced water management
Manage all Downgraded Situations / Integrity Threats to ensure a real-time overview of risk level is visible, risk is adequately mitigated and a robust recovery plan is in place
Administer the Company Permit to Work and other company Safety Management Systems to ensure strict compliance with company requirements and safe execution of all platform work activities
Manage real-time loss-elimination / loss-mitigation process to ensure production / reinjection targets are met and volume are optimized at field level (in conjunction with Operations Center)
Ensure that planned maintenance, inspections, campaigns, projects and workovers are carried out in accordance with company requirements to ensure asset integrity and production optimization
Ensure that life on site is conducive towards the personnel to maximize safe delivery of the company's operational objectives
Coach and develop operational staff competencies based in staff development plan from HR
Contribute to the continuous supply of resources within the talent pipeline for succession planning
Ensure all personnel have required trainings and competences to safely fulfill their roles and meet
operational excellence objectives
Chair the daily Operations Coordination Meeting and monthly HSE committee meeting to ensure all
personnel are aware of their safety and operational performance objectives
Ensure relevant company polities, stands and processes have been fully implemented in accordance with
industry best practice and compliance with local legislation
Represent Company appropriately and in accordance with code of ethics when interfacing with internal and
external stakeholders
Promote cost consciousness across entire network of stakeholders in order to embed a strong cost culture
Qualifications & Experience:
Education:
Marine Deck Officer holder of a valid IMO STCW 95 Deck Officer Class 1 Certificate, unlimited
Holder of a valid specialized program on the bridge resources management and hold the related certificate
Holder of a valid specialized program on the duties to fulfill on tankers (gas or oil as appropriate; STCW V/1
& 2) and hold the related certificate
Holder of a valid medical fitness certificate in accordance with IMO STCW 95 convention, National or
Company regulations whichever is the most stringent.
Preferably Holder of an appropriate Pilotage certificate or license and issued by the National Competent
Authority of the country or area, as applicable.
Industry Experience: Minimum 10 years tanker/F(P)SO experience whereof minimum 5 years on
VLCC/F(P)SO.
Supervisory Experience: Minimum 5 years' experience leading leaders (Operations Team Leader or
Equivalent)
Management of Emergencies/Crisis Situations: Minimum 5 years' experience in this role
Competencies and Behaviors:
Thorough understanding and application of industry process safety guidelines and procedures
Ability to set and implement operational objectives, drive performance and foster a performance culture
Highly motivated, flexible in approach and with a proactive mindset
Ability to work with large teams in a complex and multicultural environment
Ability to take command in an offshore emergency and effectively manage a crisis situation
Strong leadership, communication and analytical skills
Fluent in written and spoken English
Computer literate
Certifications:
Offshore Emergency Response Team Leader
Management of Major Emergencies
Advanced First Aid
Basic and Advanced Firefighting
Oil Spill Principles and Management
Basic and Advanced Cause Tree Analysis
