The Role:
Vessel Scheduler

Reports to:
Control Tower Operations Supervisor

Job function/Scope:

The Vessel Scheduler is a key member of the delivery team. The role is the key interface between the delivery team, offshore installation, chartered vessels and Supply base Contractors Teams to ensure the supply operations are carried out safely, efficiently and effectively, taking full consideration of on-time delivery of materials/bulk to/from offshore.

Roles & responsibilities:

Develop and initiate the short term operational PSV plans in conjunction with the Delivery team, taking consideration of when material need to be offshore/onshore prioritise and optimising vessel and deck utilisation.
Maintain and issue the daily sailing plan in conjunction with requirements and priorities as directed by the business, but always in conjunction with the delivery team.
Responsible for creating, maintaining, and dissemination of the bi-weekly supply vessel schedule to all stakeholders on/offshore.
Provide input to, and prepare vessel forecast using client demand planning tool based on forecasted activity sets to ensure sufficient vessels in the fleet to support the operation.
In conjunction with the Logistics Coordinators, and vessel Masters, compile the deck plan layout and share the LON with key stake holders at the 72hr, 48hr, and 24hr cut-off time prior to sailing.
Coordinate offshore installation priorities/restrictions with efficient and effective vessel routing and ensure that requirements for fuel, potable water and back load space are met and incorporated into the daily plan.
Coordinate with Shipping Team the plan for working the vessel in port taking consideration of movements in port and minimising port idle time to effectively turn the vessel around.
Coordinate vessel crew changes/maintenance/dry docking so as not to jeopardise the delivery operation and to highlight to the delivery team areas of reduced capacity that will cause disruption to operations.
Responsible for data collection applicable to deck utilisation but not limited to supply base cargo & vessel KPI metrics.
Maintain effective communications with key stakeholders.

Respond to changing priorities, unforeseen operational issues (for example breakdown) and when opportunities arise, to identify/facilitate vessel sharing.

Proactively engage with vessels to safely avoid unnecessary fuel consumption.
Re-route vessels if necessary, discussing operational concerns with client Logistics Delivery Team, installations and vessel Masters, along with the clients Marine Assurance group.
Maintain communications with offshore installations to ensure they are ready to work vessels in a timely manner, thereby minimising vessel idle time.
Monitor the whereabouts of client chartered vessels including mobile rigs, DSVs Survey vessels, flotels, crane barges etc., operating in client controlled areas.
Challenge and highlight any areas of low or non-value activity and waste to the Delivery Team, incorporating continuous improvement and best practice where applicable.
In the event of an emergency situation, provide marine information (vessel locations/weather conditions) following the client Emergency Response protocol, maintaining a link to the client
Emergency Response Logistics Coordinator as requested.
Any other duties as directed in support of operations.

Qualifications and experience

Experience in Vessel sharing/pooling.
Demonstrate strong team building skills and problem solving ability.
Excellent communication skills.
Ability to develop and sustain collaborative relationships at all levels within the organisation across the supply chain.
Knowledge of the contents of the Guidelines for Offshore Marine Operations (GOMO) statutory regulations, guidelines and industry codes of practice.

Job Specific Competencies

Extended experience in a similar role in supply base operations including quayside operations, marine coordination and vessel scheduling.
Ability to work on own initiative and collaborate/work in/with a team.
Ability to be versatile and adaptable to change.
Ability to cope in a dynamic environment, whilst working with multiple issues at the same time, and an ability to deal with setbacks.
Good interpersonal and communication skills.
Ability to make decisions and influence stakeholders.
Demonstrate a track record of driving/delivering innovative solutions to deliver efficiency, improve safety and reduce costs.
Mind set to do things right first time and to show sufficient attention to detail.
Clear understanding of the implications of adverse environmental and weather conditions on offshore vessel operations.
Primary focus on safe, efficient and effective supply operations at all times.
Possess a current Work Visa (if needed - Trinidad & Tobago) .
Fluent in spoken and written English and be able to communicate clearly and effectively in English via marine VHF radio, satellite telephone or other marine communication systems, as required.
