The Role:
The Area Authority (AA) role is central to the site Control of Work process for the management and control of activity on site. The AA is accountable for task hazard identification and risk control measures associated with work performed in their area of responsibility. They will also support the preparation of activity CoW requirements by working closely with the Maintenance Planners and Engineers and also look for areas where Continuous Improvements can be made.
The Area Authority reports to the OIM when working offshore . They will be capable of working as part of a larger team , but also be capable of working to high standards independently at the remote sites where they will be capable of leading a team of technicians, ensuring that the highest safety standards are consistently applied across all the Operation's sites.
The AA will behave in a professional and respectful manner. They will follow the policies and procedures that apply to and personally ensure that all on site and any direct reports understand these expectations and follow them. Along with the rest of the team there will be a relentless focus on process safety and integrity management and the AA will ensure that any incident or near miss is quickly reported to allow an assessment of the need to perform an investigation.
 Work with the planning and scheduling departments to provide guidance and prioritization for planned and unplanned work requests
 Strong safety leadership abilities
 Proven track record of Continuous Improvement skills.
 Able to work independently and lead a team at remote work locations
 Enthusiastic, highly motivated and prepared to work flexibly in a changing environment
Commitment to excellent SHE performance and zero tolerance for unsafe conditions/ behaviours
 Holds valid OGUK medical, BOSIET and MIST

 Apply the planning and scheduling requirements for the Control of Work (CoW) process.
 Work with the Maintenance Planner to ensure good preparation of permits, risk assessments & supporting certificates.
 Request a Level 2 Task Risk Assessment led by a competent trained risk assessment leader when the task requires a more detailed and quantitative task risk assessment.
 Manage SIMOPS in the area.
 Develop the permit to work and any required CoW supplementary certificates with the Performing Authority (PA) during the task planning stage.
 Authorise Isolation Confirmation Certificates (ICCs) and confirmation of energy isolations integrity prior to issue of a permit to work.
 Specify on the permit to work a frequency of worksite inspection and monitoring.
 Communicate with other affected AAs as required.
 Approve & issue permits to work and routine permits to work for release to the PA and work crew.
 Carry out work site visits for task risk assessment and on permit to work completion.
 Record safety inputs in the BOSS (Behavioral Observation Safety system) and record/report any task that is stopped for a Time out for Safety (TofS).
 Maintain records of closed-out permits to work and supplementary certificates for a minimum of 1 month, and longer if required, for compliance to regulatory authority requirements.
 Conduct a documented handover with the oncoming AA for ongoing tasks.
 The successful candidate will have extensive experience in oil and/or gas plant operations, together with a proven track record in a Control of Work position
 Significant experience in front-line operational or Control of Work roles.
 Demonstration of effective communication abilities across differing levels in the organisation will be required
 Extensive operating experience, either onshore or onshore, in a number of roles including supervisory experience.
