The Role:
We are excited to be recruiting for a Procurement Specialist to join our Professional Services Directorate on a part time basis. This role will work within the TIGER (Tidal stream Industry enerGiser pRoject) to ensure that the highest standards of public procurement management are applied and that these standards shall be both consistently applied and sustainable. As a Specialist you will ensure that TIGER requirements are sourced from the right supplier, utilising sound contractual and commercial arrangements which recognise and mitigate risk, especially the potential risk of ERDF clawback.
The Tidal Stream Industry Energiser Project, known as TIGER, will install a range of tidal turbine schemes around the Channel in order to scale the manufacturing and supply chain for tidal energy technology.

What are the key responsibilities?
You will carry out the end to end procurement process to include but not limited to:
* Market research
* Supplier appraisal
* The preparing of tender documents
* Managing the tender process, where applicable
* Carry out tender evaluation, clarifications and negotiations
* Make recommendations on the awarding of contracts
* Draft and issue contract award documents
* Implement and manage contracts as required including variations.

Complete effective, clear and robust procurement administration processes, procedures and systems in line with the company procurement manual and audit requirements. You will also effectively maintain and update the real-time procurement work planning schedule.
Provide accurate advice and guidance to internal customers and external project partners, as appropriate, concerning procurement processes and procedures, in a timely manner.
Participate in reviews, audits and other assurance related processes supporting compliance with EU Procurement Directives and Interreg rules in order to avoid business exposure to litigation and reputational risk.
Use the SAGE accounting system to run reports and regular spend reports for senior management.
Provide accurate advice and guidance to internal customers and external project partners, as appropriate, concerning procurement processes and procedures, in a timely manner.
Within this role you may also be required to provide effective and efficient administration support to the TIGER project team, including but not limited to, managing diaries, booking of meetings and taking / producing minutes of meetings.

Essential Skills / Qualifications:
A minimum of at least two A Levels (or equivalent) or a CIPS Advanced Certificate qualification.
The possession of or studying towards a CIPS Level 4 Diploma in procurement and supply (or equivalent) or have a genuine interest in progressing within the procurement and supply chain profession.
Strong stakeholder and supplier management skills with the experience of funding requirements relating to publicly funded projects e.g. Interreg, or other European funded projects.
It is essential that you are a confident user of databases and spreadsheets with the ability to analyse and manipulate data
Excellent organisation skills and attention to detail with good oral and written communication skills.

Desirable Skills / Qualifications:
Experience in working in the offshore renewable would be desirable but not essential and fluency in both French and English would be an advantage.
