The Role:
The service holder reports directly to the URF Construction Lead.
The service holder is also accountable for demonstrating an exemplary behaviour with regard to HSE and Compliance to rules & requirements and to follow up and ensure implementation within his area of responsibility.
- Ensures COMPANY HSE standards are applied throughout the operations.
- To support and enforce the HSE Project objectives and directives
- To support and implement the Project HSE management system (plans, procedure and specifications)
- Supervise the vessel operations executed by CONTRACTOR with the dedicated Barge & Vessel.
- Ensures that offshore operations are carried out as per the approved procedures in a safe, efficient and timely manner.
- Implementation, when required, of the "Management of change" procedure;
- Coordination of the work of the ABSHERONteam on board Pipelay barge, associated Survey Vessel (TDP monitoring ) and DP Support Construction Vessel ;
- Coordination with Marine Warranty Surveyor;
- Establish and maintain main line of communication within COMPANY shore project team as required;
- Establish and maintain main line of communication toward CONTRACTOR (OCM, Field/Project Engineer)
- Formal acceptance of the work performed by CONTRACTOR;
- Reporting to shore base/office.

The job holder is responsible for the daily reporting to the URF Construction Lead and relevant members of the Project Management Team in relation with operation and installation activities.

Supervise and coordinates the preparation of the vessel operations with all stakeholders (affiliate, Contractors, operations):

- Prior to Barge/Vessel mobilization, assist URF Project Team onshore for documentation review and preparation (procedures, drawings, SIMOPS/COMOPS dossier, Crossing Dossier);
- Verify consistency and completeness of vessel compliance dossier and implantation of all corrective measures;
- Review and validate offshore ITPs;
- Supervise vessel trials and pre-operation tests and specific vessel preparation.
- Verify completeness of the vessel mobilization;
- Verify readiness of the vessel and the equipment before staring any operations;
- Assist shore base to establish the COMPANY personnel rotation plan to cover the vessel campaign, as required;

- Verify completeness and consistency of all SIMOPS/COMOPS/Crossing Agreement dossier required for dedicated operations and coordinate with affiliate and field ops for any SIMOPS/COMOPS purpose.

Supervise the operations executed by CONTRACTOR with the dedicated vessel:

- Raise Offshore Contractual CERTIFICATES (such as Ready For Installation Certificate) prior and after offshore operations;
- COMPANY focal point for day to day activity onboard the installation vessel. Attend and report outcomes of daily vessel operations meeting held with CONTRACTOR;
- Coordination of the work of the Absheron team on board (CPY Night Rep., Positioning Surveyors, Welding/NDT/Coating Inspectors, Diving Specialist/DCR, Precommissioning Lead/Engineer, ROV/Tie-in Specialist, Umbilical Lead and any other specialists that may be required for the SOW)
- Formal acceptance of the work performed by CONTRACTOR;
- Report in writing daily vessel activities;
- Attend Daily operation call conf with URF team ashore;
- Has a duty of care of all COMPANY personnel on-board the vessel.
- Supervise COMPANY personnel rotation plan to cover the vessel campaign and coordinate COMPANY personnel transfers;
- Review and validates CONTRACTOR Daily Progress Reports;
- Responsible for Site Instruction mechanism and NCR mechanism implementation by COMPANY on board vessel, ITP implementation and for maintaining all offshore as-built records satisfying the QA and final reporting requirements of the project on board vessel;
- Ensure direct liaison/communication with and reporting to existing assets RSES/Oil Rocks Management/Crossed subsea assets Owners (operated assets, other vessels) for all operational aspects (including but not limited to schedule, COMOPS & SIMOPS, Crossing Agreement)
- Is COMPANY focal point in case of an emergency onboard the vessel and ensures proper implementation of the emergency response procedures as required;
- Ensure operations are carried out in strict accordance with the Contract requirements and approved procedures;
- Organise and/or attend or delegate pre-job or tool box meeting as required;
- Validate any change (CRF) to approved procedures and requirements as per applicable MOC specific procedures;
- Supervision of day to day offshore activities of CONTRACTOR vessel, analyses progress of the works;
- Report to shore base any forecasted sequence/planning changes;
- Verify, validate and report any stand-by including weather stand-by;
- Follow up management of interface of all marine assets working on Site including CONTRACTOR, third party vessels, support vessels, as well as COMPANY's other Contractors vessels or drilling rigs;
- Ensure proper reporting to COMPANY URF Team;
- Prepare/validate the work permit as required;
- Prepare Lessons Learned/Operations close-out;
- Ensure all rigging equipments are certified and color coded as per applicable COMPANY rules and specifications;
- Manage and coordinate MWS services activities on-board vessel;
- Track COMPANY items on board and coordinate with SPS team representatives as required;
- Prepare comprehensive and complete Hand-over for his back to back.
