The Role:
ACTIVITIES
1. To adopt and demonstrate an exemplary behaviour with regard to Company "Code of Conduct" and H3SE rules and regulations. To implement H3SE rules and requirements within his area of responsibility, and to comply with H3SE training requirements for the position. To ensure that safe working practices are used within the team along all phases of project;
2. To monitor/follow up all required inspection and audits of the Marine Spread identified for the URF installation campaign, define and follow-up all necessary actions to ensure its compliance with Total referential for marine operations, and its suitability for the project needs (particular reference is made to Company Specifications GS EP LSO 306, GS EP LSO 202, GS EP LSO 201 and GS EP LSO 209), as required;
3. To monitor/follow up Contractor as required during implementation of OCIMF-OVID protocol for the vetting process of all vessels, marine spread certification to ISM, verification of the provision of IQACS approved planned maintenance system, IACS class approved stability software, Marine personnel competency (STWC), as required;
4. To assist monitoring and reviewing the readiness of the offshore marine spread (the Vessel Compliance Dossiers being the key deliverables wrt Project Vessel Assurance)
5. To monitor/follow up extensive evaluation (mainly related to Vessel's history, maintenance records, modifications and structural integrity) to be submitted for vessels more than 20y old and liaise with LSO for approval;
6. To assist reviewing / validating DP trials report, FMEA, FMEA proving trials and IMCA DP operational risk management tools, as required;
7. To assist reviewing / validating the documentation issued by Contractor during the project execution for all activities related to marine activities such as load out, sailaway, transportation and installation activities;
8. Participate or lead, as required, to meeting with Contractor(s) wrt installation/operation matters on the subject under his responsibility
9. To assist interfacing for the good coordination of the offshore operations with the following entities:
a. TEPAb Affiliate/JOCAP (HSSE, LOG, Drilling);
b. URF Contractor;
c. MWS;
d. Other project entities (SPS package, Receiving Platform representative)
10. To participate or lead project reviews as requested by TOTAL's referential (PR, HAZOP, HAZID, HIRA, JRA...) and prepare or participate in Safety / Technical Audits for Marine spread
11. To organize and participate to regular management visits onboard each URF contractors' construction vessels, as required;
12. To review and validate (technical visa), when relevant, the management of Change Requests (MOC);
13. To ensure adequate and timely reporting to URF Construction Lead (progress, concerns), and, as a general manner, anticipates problems, optimizes, improves, offers solutions with regards to his discipline;
14. To attend URF Package Management meetings (Weekly, Monthly), as requested;
15. To ensure confidentiality of all the documentation produced (whatever its support).

Essential Skills / Qualifications:
QUALIFICATIONS AND EXPERIENCE REQUIRED
Service Holder must have:
Master Mariner, STCW Class 1. OVID accreditation would be considered as an advantage
Minimum 15 years experience in management of Marine Operations, including Vessel Marine Acceptance process, Suitability Survey, OVID.
Experience with Offshore Projects (deep water, pipelay in anchored mode, lifting activities).
Minimum 5 years experience in conventional offshore (pipelay in anchored mode and jacket/topsides) installation.
Significant experience in deep water projects.
Working knowledge of vessels/assets management is mandatory (inc. Vessel Marine acceptance process).
Skills and experience of management of contractor or subcontractor in complex multicultural and multi site context.
Working knowledge of International standards applying to vessels (ISM and ISPS),
Fluent English (written and spoken) mandatory, Russian and Azerbaijani would be a plus.
OGUK Offshore Medical Certificate & BOSIET, STCW would be a plus
