The Role:
You can join the largest overall construction project undertaken by our client. The O&P North business plans to establish a world-scale (750kt/a) propane dehydrogenation plan (PDH) and a Cracker (1.25mtes/a Ethylene / 50kes/a Propylene) in the Antwerp area. The plant is planned to come on-line around 2023-2024.

The project will be managed by an Integrated Program Management Team (IPMT).
The facilities will be delivered by 4 projects, which will manage the work scopes and FEED/EPC contractors with support and oversight from the IPMT.

Purpose of the job:
The purpose of the Process Control Engineer is to ensure that the control and safety logic, alarm management, human-machine interface and other relevant parts of the integrated control and safety system (ICSS) installed on this project meet National, International and company standards and support delivery of a safe and reliable plant to the planned cost and schedule.
The role will work as part of the Control and Automation discipline and will report to the Instrument and Protective Systems Team Leader. In order to ensure that the ICSS applications are as simplified and standardised as practicable, and optimally fit for purpose, the role will liaise with the Process and Operations disciplines within the IPMT, and with the relevant disciplines in the FEED/EPC contractors and Main Automation Contractor (MAC).

Accountabilities of the job:
The role reports to the Instrument and Protective Systems Team Leader. The role responsibilities include:
Pre-Feed Study Role:

*Support the Instrument and Protective Systems Team Leader and other team members to develop a clear and concise set of Control and Automation engineering standards which meet company National and International standards, and established good engineering practice.
*Support the Control and Automation Engineering elements of the Standards and advise on Deviations and Waviers to the standards throughout the project.
*FEED and Beneficial Engineering Role:
*Support the Instrument and Protective Systems Team Leader and other team members in the performance of their duties.
*Work closely with the Control and Automation team, IPMT Process and Operations disciplines, MAC and FEED contractors to ensure that all Control and Automation Engineering issues are properly resolved in a timely manner, and that designs are appropriate and comply with all of the statutory requirements and Stakeholder expectations.
*Assist with detailed review of all FEED Contractors, MAC and other vendor systems, processes and procedures, including PEPs, Quality Plans, etc for Control and Automation aspects.
*Assist the IPMT Process and Operations disciplines, FEED contractors and MAC in developing and reviewing control narratives, logic designs, alarm requirements and human-machine interface designs.
*Where appropriate, assist the IPMT Control and Automation team and others with HAZOP, LOPA and other studies.

EPC Role:
*Responsibilities generally as above (but now related to working with the MAC and EPC Contractors).
*Support the Control and Automation team in ensuring the ICSS facilities are designed, built and commissioned in compliance with all relevant statutory and regulations.
*Support the EPC Contractor and MAC to develop, test and document fit-for-purpose designs and implementations of all ICSS configurations.
*Liaise closely with EPC Contractor and MAC personnel ensuring technical queries are resolved in a proper and timely manner.
*Support factory and site acceptance testing, pre-commissioning and commissioning as required.
*Assist in managing the relevant interfaces with stakeholders, ensuring the Operations function is well-prepared for eventual project ownership, including the timely handover of the agreed Control and Automation Engineering deliverables to support training, operations and maintenance procedure development, Maintenance Management System population, etc.

Essential Skills / Qualifications:
Specific Role Requirements:

*Degree qualified and chartered or equivalent in appropriate engineering discipline, normally chemical / process engineering or Process Control.
*More than 15 years' experience in Engineering role in Oil and gas or Petrochemical setting. Operations experience would be a significant advantage.
*Seasoned and experienced Engineer.
*Sound knowledge of key disciple areas including:
*Knowledge of IEC 61508 and IEC 61511 norms and their practical application to projects.
*Layer of Protection Analysis and QRA.
*Programming languages: Function Block Diagram, Sequential Function Chart, Structured Text.
*Alarm management.
*Human Machine Interface.
*The operation of a project with a Main Automation Contractor.
*Control Techniques for large Petrochemical Unit.
