The Role:
Site Safety Engineer
Based in Antwerp with travel UK and Europe
Permanent position €

Purpose of the job:
The purpose of the Safety Engineer is to ensure that Project meets National International and internal standards and deliver safe and a reliable plant to the planned cost and schedule.
The role will contribute in the SHE discipline within the project and provide functional support and guidance to the project managers and process safety engineers, including hand over and integration of activities with the site safety and SHE team that will work to ensure safety during operation.
Required profile:
Specific Role Requirements:
* Degree qualified and chartered or equivalent in appropriate engineering discipline
* Several years' experience in Chemical, Oil and gas or Petrochemical setting
* Level 1 Safety Advisor as per Belgian Legislation
* Good knowledge of the national laws, European guidelines and international HSSE standards
* Sound knowledge of key discipline areas including:
* Process Safety Consequence Analysis
* Machine Safety
In general, personnel will require the following skills:

* Strong interpersonal, communication and influencing skills
* Strong planning and organizing ability
* Highly motivated, achievement oriented
* Able to define and prioritize issues and then solve the problems through networking with other team members or external sources
* Willing and flexibility to travel

The role reports to the HSSE Manager. The role responsibilities include:

Pre-FEED Study Role:
* Support the HSSE Manager to develop a clear and concise set of SHE standards which meet National and International standards.

FEED Study Role:
* To support the project HSSE Manager in the performance of his/her duties.
* Support the layout of the site relating to safe operability and accessibility.
* Work closely with the Process Engineers and Process Safety Engineers and advise them about SHE issues during design.
* Advise and monitor all SHE and procurement work performed by the FEED Contractors and other third party designers/vendors, ensuring that all work satisfies Safety specifications and standards.
* Participate in the SHE reviews of all FEED Contractors' and vendor systems, processes and procedures, including PEPs, Quality Plans, etc. for Safety aspects.
* Provide the project team input into the preparation, review and approval of Procurement procedures, the Project Supplier List, contractor/vendor pre-qualification, Purchase Requisitions, Invitations to Tender, etc.
* Provide Process Engineers and Process Safety Engineering input into tender clarification/evaluation, contractor/vendor selection and contract/purchase order negotiation and placement, ensuring all activities are carried out in accordance with the Code of Conduct and SHE standards.
* Lead audits related to the SHE discipline of the FEED contractors and support audits from outside parties.
EPC Role:
* Responsibilities generally as above (but now related to working with the EPC Contractor)
* Ensure the facilities are designed, built and commissioned in compliance with all relevant statutory and regulations.
* Support the EPC Contractor and vendors to develop fit-for-purpose ITPs for equipment, packages and bulk material supply, auditing vendor compliance as required
* Support the EPC Contractor to develop fit-for-purpose ITPs for fabrication and construction, auditing contractor compliance as required
* Monitor vendor performance on all SHE matters, visiting vendor shops technical queries are resolved in a proper and timely manner, visiting vendor shops as appropriate
* Support the QA Manager in resolving SHE non-conformances, concession requests, etc.
* Liaise closely with the EPC Contractor personnel at the Module Fabrication Yard(s) and Construction Site on all SHE matters, ensuring SHE issues are resolved in a proper and timely manner.
Manage the relevant interface(s) with the client's stakeholders, ensuring the operations function is well-prepared for eventual project ownership, including the timely handover of the agreed SHE deliverables to support training, operations and maintenance procedure development, Maintenance Management System population, etc.
