The Role:
Responsible when required for the total procurement process (prequalification, RFQ, bid comparison, negotiations, award, expediting, close-out). Operate and maintain the new assets.
Ensure all framework agreements and contracts are in place
Back-office procurement and facilitate the P2P process. Bring best value in TCO to the asset, drive for cost reduction, guarantee supply and optimise working capital.

***THIS ROLE WILL REQUIRE EXTENSIVE TRAVEL ACROSS EUROPE FOR THE EARLY PART OF THE PROJECT.

An opportunity to join the largest overall construction project undertaken by the company. The plant is planned to come on-line around 2023-2024.

*Total compliance with all government laws and policies during the execution, commissioning and start-up phase

Purpose of the Job:

*This job will support capital procurement sourcing initiatives for equipment for the project UPI (OSBL)
*Responsible for sourcing (establishment of approved vendors lists for categories of equipment)
*Procurement of Equipment on demand by the project including the Long Lead Items
*Responsible for networking with equipment and Procurement specialists within the company network
*Responsible when required for the total procurement process (prequalification, RFQ, bid comparison, negotiations, award, expediting, close-out).
*Ensure timely supply of all required materials, equipment, spare parts, raw materials and services to operate and maintain the new assets.
*Ensure all framework agreements and contracts are in place
*Back-office procurement and facilitate the P2P process.
*Bring best value in TCO to the asset, drive for cost reduction, guarantee supply and optimise working capital.

Responsibilities and Accountabilities

The job holder will have the following key Accountabilities...

Procurement

*Participate in scope definition for a variety of equipment (Rotating, Static, Heat Transfer, Measurement & Metering, Power Generation etc.), materials (and services if needed)
*Challenge demand appropriately and critically review requisitions, specifications and scope.
*Conduct market research and source the market for best opportunities, partners and alternatives which fit for purpose. Identify and recommend new suppliers that can offer commercial and/or technical advantages to mitigate risks.
*Screen and evaluate suppliers based on quality, service, reliability, safety, energy performance and efficiency, production and distribution capabilities, availability, solvency, reputation and history.
*Solicit and follow up bid proposals.
*Analyse quotations, prices and commercial conditions and set-up a commercial bid comparison.
*Coordinate the evaluation process and interfaces with other disciplines.
*Lead negotiations to secure best commercial terms in accordance with the technical specifications and (project) requirements to ensure best value for the assets.
*Benchmark prices and commercial conditions to determine competitive price setting.
*Prepare and issue purchase orders.
*Ensure on time deliveries by adequate expediting.
*Support development of sparing philosophy and management in coordination with technical departments.
*Evaluate and monitor supplier performance.

Contract management

*Develop, implement and support contract strategies including (FEED, EPC, EPC(m)…. )
*Lead the contractor qualification process and coordinate HSSE evaluation. Negotiate or renegotiate and administer frame agreements and contracts.
*Evaluate and monitor contractor performance to ensure compliance with contractual obligations and advise Project Manager in all aspects relating to the contract including Change Order Management
*Resolve complaints and determine corrective actions in case of defective materials or unacceptable performance.
*Ensure in-depth knowledge of the global, regional and local outline agreements which are in place. Agrees the expediting plan and oversees the expediting requirements for all procured items and conducts visits as necessary.
*Agrees the inspection and test plan and coordinates with Third party inspections companies to arrange visits and meetings.
*Responsible for the procurement of 2 year operational spares ensuring appropriate reporting to the IPMT Commercial manager.

Essential Skills / Qualifications:
Education/Experience

*Bachelor or master's degree in Engineering, science, business and/or economics.
*Experienced technical buyer with contract management experience with a minimum of 10 years demonstrable experience in Equipment Procurement on large capital projects ( other procurement experiences like services would be a plus)
*Familiarity of working within a Project Capital Value Process (CVP)
*Significant experience in Oil and Gas or (petro)chemical industry.

Technical Skills

*In-depth knowledge and expertise in technical equipment procurement and contract management.
*Good knowledge of (engineered) equipment, materials and (construction) services in a (petro)chemical production plant.
*Good knowledge of contracting law and legal aspects.
*Relevant market knowledge.
*IT skills: SAP MM, MS Office, contract management software e;g.Procon
*Fluent in Dutch and English
