The Role:
Reporting to Turnaround Manager, Turnaround Logistics Lead develops, plans and coordinates logistics requirements (i.e. temporary facilities, storage, transportations, parking, communications, security, etc.) to ensure turnarounds can be executed effectively and efficiently to achieve safe, predictable and competitive execution of turnarounds.

Key duties and responsibilities:
* Develop and document a detailed logistics plan, meeting needs of turnarounds. Collaborate with planning and execution teams in identifying and establishing requirements. Provide cost estimations to support turnaround budgeting.
* Identify locations of required temporary facilities and structures - lay downs areas (for rolling stock, scaffolds, material, waste / scraps, etc.), offices, canteen, rest-shelters, tents, canteen, power, air compressors, parking areas (for cranes, trucks, trailers, forklifts, etc.)
* Use combination of layout plot plans and written details to clearly illustrate logistics and facilities siting plan. Update site drawings to keep up-to-date comprehensive site layout.
* Develop logistics organisation and resource needs, including cost estimations. Obtain approval from Turnaround Manager.
* Coordinate installation of required temporary facilities - buildings and structures, plumbing, sanitary, electrical power, water supply, fire safety, etc.
* Establish security arrangement for pedestrian and vehicular traffics in collaboration with site security. Identify and communicate traffic flow, entry / exit points, bussing requirements, badging stations and any additional security needs.
* Coordinate with planning and execution teams to determine fixed crane locations and potential road closures and exclusion zones that will affect traffic flows. Update layouts and plans as needed.
* Establish requirement for radio communication plan, manage rentals, assignments and users management.
* Establish requirement for gas monitors, real-time location monitoring system (RTMS) and other tools in collaboration with safety, manage rentals, assignment and users management.
* Develop and maintain lifting equipment and apparatus register (i.e. mobile cranes, lorry-cranes, forklifts, rigging equipment, etc.). Verify and monitor validity of certificates or licenses.
* Develop and maintain electrical equipment register (i.e. mobile generators, welding machines, compressor, lighting, ELCB, electrical hand-tools / apparatus, etc.). Collaborate with electrical resources to verify and monitor validity of LEW approval for use and regular checks.
* Collaborate with planning and execution teams in tracking and monitoring equipment, parts and material movement to and fro external service or repair shops. Escalate and coordinate any delays or issues.
* Supervise all logistics activities during turnaround execution with efficient and effective management on safety, cost, schedule / progress, contractors, materials, etc. Ensure early and effective resolutions of any constraints or issues, etc.
* Member of Turnaround Core Team, consisting of Turnaround Manager, Lead Planner / Scheduler, Quality Lead, Cost Controller & Coordinators (Inspection, QA, Operations, Materials, Contracts, Safety, Procurement, etc.)

Essential Skills / Qualifications:
* Degree/Diploma in Engineering or equivalent qualification
* More than 3 to 5 years of relevant experience in oil, refinery, petrochemicals or chemical processing industry with experience in turnaround preparations and executions.
* Knowledge of logistics requirements for process plant turnaround execution and management, including contracting, safety & quality management
Project management knowledge with working experience in applicable tools and methodology.
* Familiar with contracts, supply agreements, terms & conditions, able to work & collaborate effectively with contractors, suppliers, vendors and partners.
* Excellent people and communication skills and able to organise, deploy and manage resources effectively.
* Possess strong situation appraisal skills, able to priotise actions with alignment to company values and goals and having sense of urgency.
* Ability to coordinate and integrate varied activities with differing focus or objectives effectively

Desirable Skills / Qualifications:
* Strong work ethic with positive attitude and ability to make timely decision through good analytical process & problem solving.
* A good team player, builds effective cooperation and trustful culture, seek all collaboration opportunities when working in cross functional, multiple disciplines environment.
* Ability to drive achievements towards common vision. Set challenging goals for self and team and able to lead resources effectively to achieve objectives.
