The Role:
* Managing, planning and coordination of all aspects of HSE related matters in operations and projects, both on and offshore.
* Driving the continuous improvement in all HSE activities in partnership with regional management, ensuring close co-operation between the elements of Operations and the HSE function.

* Develop project specific HSE documents including but not limited to:
o HIRA documentation
o Emergency response plans
o Bridging documentation
o Project HSE Plan
* Attend and run project HIRAs when required
* Attend and actively participate during mobilisation in Project Briefings and Stage 2 HIRA
* Attend and assist in management of quayside operations and mobilisation/demobilisation
* Attend and assist in HSE-related investigations and follow up of issues both on and offshore
* Provide HSE input to weekly and monthly project reports
* Implement and manage ISO standards:
o ISO 9001:2015
o ISO 14001:2015
o OHSAS18001 soon to be relaunched as ISO 45001 (expected in 2017)
* Ensure alignment to the Group Way: Sustainable Safety Management.
* Actively participate and support the integration of the company's businesses across the region, culturally and within job function
* Maintain legal register for all operations.
* Provide HSE technical support for operational activities.
* Provide HSE subject specific training as required to meet legal standards.
* Manage the risk assessment programme.
* Performs internal auditing and observes all HSE related activities and policies within the location.
* Perform incident investigations and communicates with other and follow up until all action items have been closed.
* Provide area managers with the required HSE tools to enable them to discharge their duties.
* Maintain 0 LTI FR.
* Establish HSE data capture mechanism to monitor internal inefficiencies (Cost of Poor Quality Performance).
* Support HSE Compliance and be the local resource for Opco's to implement training.
* Ensuring HSE regulatory concerns are addressed and compliances are maintained for all Marine Operations and Projects.
* Work closely with all related parties to develop suitable HSE procedures, processes and competency systems are in place for the company to manage its Marine operations and Project in a cost effective and efficient manner, both onshore and offshore.
* Monitor HSE performance and strive for continuous performance improvement, through approved action plans.
* Ensure best HSE practices and various continuous improvement plans are shared with the company HSE department
* Assist with the preparation and delivery of tenders and proposals for HSE
* Manage subcontractors and vendors to ensure compliance of HSE for products and services in line with operations and project requirements.
* Participating in Client / Contractor meetings and resolution of any HSE Issues.
* Assign HSE target, tasks, brief operations personnel, vessels and execute HSE plan.
* Oversee HSE in line with operations procedures and guidelines.
* Providing HSE statistics and reports to Regional QHSE Manager or Group as required
* Ensure project is carried out within the HSE targets and QA standards.
* Coordinate implementation and continuous development of HSE systems
* Support and participate in all company's global HSE activities
* Comply with company's quality, safety, environmental management systems and procedures to ensure all duties are executed in a safe manner minimizing harm to the environment.
* To ensure his/ her own safety and that of others is not compromised or placed at risk.
* Conduct all activities in accordance with the Company's Policies and Procedures.

Essential Skills / Qualifications:
* Degree in Mechanical Engineering, Naval Architecture or a based discipline, or hold at least Diploma in Health, Safety and Environment or higher.
* More than 5 years of experience in ISO Certification (Quality Management System), internal audit and offshore company in a marine, engineering or operations role.
* Experience in leading and involving in incident/accident investigation team.
* Experience in leading and conducting Risk Assessment for Operations and Projects.
* At least 2 years in a similar position.
* Minimum 7 years experience in oil and gas.
* Rigmoving, mooring installation or anchor handling operations experience.
* Transportation and installation of offshore facilities operations experience.
* Computer literate with good knowledge of Microsoft Office software.
* A good understanding of risk and how it applies to contracts and offshore operations.
* Experience in personnel management and in a project management role would be an advantage.
