Our client - International Company specialised in mining of copper and the development of new copper mining projects is looking for a Procurement Manager to lead the procurement procedures in one of the top 10 undeveloped greenfield copper projects globally located in the Far East region of Russia.

The Role: to implement the Company's established Procurement policies within the Project Procurement and implement maintain and suggest development to that procurement policy, procedures and systems.

Strategic functions:
* Aligning overall organisational strategy with suppliers with the focus on building partnerships;
* Plan and build a professional supporting team comprising Procurement Officer/s and Expeditor/s;
* Together with the Project Contracts Manager develop appropriate long term supply contracts;
* Transportation strategy, including PO delivery terms, routes, and contracting and advising associated Owner internal department members of expected lead (delivery) times to site;
* Recognise and execute training and development opportunities for supporting team members.

Operational functions:
* Close liaison with the Project Logistics Department regarding all aspects of inbound goods movements including transportation from suppliers transit by Contractors to monitor expected receiving dates;
* Manage vendor purchase order issuance and execution;
* Receive, track, review and/or approve required vendor document submittals utilising document control processes and procedures;
* Track and report vendor performance and progress as well as identify actions to correct vendor performance as needed.

Key Responsibilities:
* Implement the Company's established Procurement policies within the Project Procurement and implement maintain and suggest development to that procurement policy, procedures and systems;
* Establish and develop the procurement team with sufficient trained staff to carry out the tasks of over sight of the EPCM process and carry out internal direct procurement requirements;
* Ensure successful procurement of goods through adherence of effective procurement procedures in terms of costs, quality, quantity, timeous delivery.
* Select, train and develop personnel to form an effective team and monitor individual staff development plans in line with the Company succession planning.
* Develop plans and strategies based on Company/EPCM requirements and provide regular progress status reports of all procurement activities.
* Ensure focus and compliance within procurement management function and supplier activities with respect to Company standards for health safety and loss control, environmental management, external relations and local business initiatives and post procurement support;
* Responsible for managing critical supply functions formation, obligations, risk assessment and management including mitigation of risks and potential liability;
* Provide Procurement unit reports on a monthly and weekly basis;
* Provide specific mentoring to national staff.

Essential Skills / Qualifications:
* Degree in Business/ Procurement related majors with any secondary qualifications (not necessarily degree level) in Mechanical or Electrical Engineering;
* 15+ years of experience in Procurement and general supply chain management of significant (Tier 1) mining/mineral processing operations;
* Must be proficient in strategic sourcing and supplier management;
* Strong preference for experience with large mining projects;
* Experience with integrated ERP business systems;
* Good communication skills - verbal and written both internally and externally;
* Good leadership skills as well as being prepared and able to work on detailed works when required;
* Remote & cold climate experience;
* Previous experience in the FSU will be highly regarded.
* The incumbent may be required to travel and assist at other domestic and / or international sites;
* Willingness to put in extra hours as projects and priorities dictate;
* Proven English communications (presentation and written) skill.

Conditions:
* Based in Moscow, Russian Federation but required to travel to project and other locations after the Feasibility Study has been completion;
* 5 days on/2 days off;
* 26 working days' vacation is granted;
* Salary upon interview results;
* Allowance for accommodation and travel will be provided by the Company.
