The Role:
Function as Designated Person Ashore (DPA) in accordance with requirements in ISM, local legislations and Company Safety Management System for managed vessels.
Report to senior management any deficiencies of the SMS (Safety Management System) and significant violations in the safe operation of managed vessels.
Determine the effectiveness of the safety management system within Ship Management and vessels by using established principles of internal audit and management review to ensure compliance with rules, regulations, relevant guidelines and safe practices as well as internal policies.
Ensure proper and timely planning and arranging of ISM audits,
Initiate internal audits on the Safety Management System to assess compliance with ISM, ISO 14000, ISPS and drive continuously improvement.
Manage the review process, by both the company and vessels, and update the SMS as required.
Ensure an effective system to gather and analyze data from hazardous occurrences, hazardous situations, near misses, incidents and accidents and apply lessons learnt to improve the safety management system for Ship Management and managed vessels.
Including data are analyzed and that trends and conclusions are used for preparation of actions and programs.
Manage the company Safety Reporting System and associated systems.
Monitor the performance of the company's Corrective Improvement System.
Manage the company Safety Management System (SMS) and associated Document Control systems.
In close co-operation with Ship Management team and associate departments, ensure that the vessels satisfy the requirements in relation to safety including safe operation, audits/vetting, quality management and procedural changes. Areas of concern to be highlighted to operations / technical managers.
Establish KPI's and benchmarks for safety performance for managed vessels.
Monitor HSSEQ operation and performance of managed vessels.
Play an active role in the management team through participating in cross departmental activities and ad hoc projects.
Engage in dialogue with internal and external stakeholders on subjects within HSEQ responsibilities, including liaising with flag state for matters requiring the attention of DPA.
Represent Company's Logistics in Company and Group forums for coordination of HSSE aspects.
Manage the implementation of the company's health, safety and security strategy.
Keep abreast of new developments within the industry on QHSE, regulations, standards and best practices.
Communicate with vessels to engage HSSEQ agenda.
Facilitate training of Ship Management staff in SMS and related systems as well as promote risk management principles as an integrated part of vessel management/operations.
Act as member of the crisis management team.
Co-ordinate investigations into incidents in close cooperation with relevant parties.
Assign qualified investigators to investigations.
Keep Management of Company Logistics closely advised of developments within the area of responsibility.
Authorize payments and signs letters and obligations in accordance with specific personal authorization.
GENERAL
Take initiative for proper and timely action in all respects.
Ensure that safety is first priority in all daily operations.
Work to reduce all accidents and ensures that lessons are learned from all accidents and near-misses.
Keep Management advised of developments within the area of responsibility.
Make suggestions for improvements and savings in all matters within the area of responsibility.
Ensure that proper business/economic evaluations are made prior to taking decisions so that established budgets are not exceeded.
The work must be carried out in conjunction and close co-ordination with relevant departments, organizations and regulatory bodies.
Will continuously update this job description in conjunction with Management.
Requirements:

Solid experience within HSE from Logistics, warehousing or shipping industry.
Experienced leader with ability to motivate own team and engage wider organization to be excited about safety.
Your natural inclination is to collaborate and your curiosity drives a culture of understanding.
Experienced in leading effectively across diverse cultures.
Commercial understanding of the logistics and shipping industry.
Experience in working with risk management methodologies.
Strong communicator and influencer across all levels.
