The Role:
The role of the Project Engineer is to support the ongoing construction activities to eliminate construction issues. The role provides an important link between construction, materials management, planning and the detailed design contractor. The position works directly with the Area's Construction Superintendents for daily/weekly construction work planning (~50% of time) and with the Lead Field Project Engineer to address technical issues and construction contractor requests for information (~50% of time). Functional reporting is with the Engineering Team.
The Project Engineer must be familiar with the details of the design and the intent of the design. He should be familiar with construction practices and techniques used for the fabrication and installation of the facilities involved.

General Objectives:
* Ensure that project construction quality standards are met in accordance with the engineering design
* Demonstrate project management experience on large integrated projects
* Demonstrate strong leadership and communication skills
* Demonstrate strong mentoring and interpersonal communication skills
Specific Objectives:
* Regular (daily) site visits to monitor construction standards and adherence to engineering drawings
* Act as a focal point for any technical/design queries from the Contractors
* Review the engineering interface between construction contractors executing adjacent scopes of work
* Identify possible hazards during construction and provide technical input / constructability advice
* Work with Materials Coordinators to ensure materials are available for upcoming activities
* Assist Construction in confirming "As-Built" details and attend discipline walk-downs
* Look ahead to upcoming construction work and clear any obstacles in advance
* Provide input to internal project reports on a daily/weekly/monthly basis as required
* Issue site instructions to Contractors as and when required
* Ensure that Contractors keep accurate records of all technical documentation, including (but not limited to) as-built documentation required for State Acceptance
* Attend regular project progress meetings as directed
* Ensure HSE compliance of all site construction related activities and exercise Stop Work Authority (SWA) as necessary

Essential Skills / Qualifications:
Education/Experience Requirements
* BSc in Engineering (mandatory) Civil/Struct, Mechanical, Chemical, or Electrical (preferable)
* Experience working in Western Company/Joint Venture (preferable)
* Good knowledge of Construction Methodology, Quality Controls & Standards relating to Roads, Concrete, Buildings, Piping, Electrical, HVAC, & Packaged Equipment
* Fluent English (mandatory), Russian (preferable), Kazakh (preferable)
* Minimum 8 years' experience as Site Engineer working on multi-disciplinary projects
* Experience managing Contractors on multi-disciplinary projects including installation and commissioning of Packaged Equipment (eg. Pump Skids, Fire Water, Water Treatment Plants, etc)
* Good computer skills are essential
