The Role:
The main purpose and target for this position:
1. The Marine Support Vessel Operations Superintendent shall provide assurance for all marine activities associated with the Project Tug Fleet and Marine Support Services Vessels.
2. Act as the Company subject matter expert for all vessel channel transits.
3. Act as the Company subject matter expert for all tug operations.
4. Ensure channel and COF infrastructure functions according to design specification.
5. Ensure appropriate liaisons are maintained between marine contractors, the Land Module Transportation (LMT) contractor, and Service Company to ensure all services are available to support offload operations.
6. The Marine Support Vessel Operations Superintendent shall ensure implementation and adherence to the requirements of the Project HES Management System and those specific accountabilities documented and summarized in the HES Policy Manual with regard to Project marine operations and in the HES Safe Work Practices Manual.
7. Provide company / facility representation as required while onboard project and 3rd party vessels by providing the ship / shore interface
8. To ensure the protection of the marine environment, coastline and adjacent shore area.
9. To ensure the protection of property and company assets within the marine environment.
10. To be ready to act as the facility on scene representative in cases of any marine related incident or emergency response.
11. Ensure all Project marine operations are carried out in compliance with MSRE, RoK, IMO, and any other relevant company and regulatory requirements
Should be familiar with:
1. Vessel and barge operations
2. Pilotage operations
3. Vessel and barge RORO and LOLO cargo operations
4. Vessel and Barge ballasting operations
5. Vessel and barge general operations, procedures and guidelines.
6. Vessel and barge mooring plans, mooring operations and mooring integrity
7. ROK marine legislation, and IMO, IALA, PIANC relevant organisations
8. ELC, EIA, and ESHIA requirements
9. Company MSRE process
10. Reporting and audit requirements
11. Interaction between all facility stakeholders

Must have the skills to:
1. Manage a small fleet of vessels
2. Interpret weather forecasts and plan operations accordingly
3. Calculate UKC and monitor vessels' compliance with the facility's requirements
4. To review as necessary vessel and barge offloading and ballasting plans
5. Formulate and execute work group plans according to set priorities
6. Be organized, able to manage quality assurance, databases, record keeping
7. Ability to understand manage and review a contract
8. Communication and teamwork skills are essential. Must be able to work in a multinational environment, sensitive to the local culture and an International workforce.
9. Able to produce concise and detailed technical reports and presentations as well as able to explain complex issues in a simplified format for non-technical SME's
10. Effectively motivate team personnel to achieve peak performance
11. Ability to effectively work independently as well as within a team.
12. Accurately maintain, logs, reports and address audits.
13. Disseminate information to facility operators and other stakeholders to ensure appropriate data, information and services are available when required.

Essential Skills / Qualifications:
1. A Bachelor's degree in an Engineering / Marine discipline or equivalent or a Shore base or Marine Operations background.
1. 5 years previous experience working in a variety of marine port and shore base operations.
2. Master qualification highly desirable.
3. Pilotage experience desirable.
4. Tug and barge experience desirable.
5. Cargo operations experience desirable.
6. This position requires a diverse range of personal attributes. Candidates must be able to organize their workload and keep clear concise records. Good social inter-personal and communication skills are vital as candidates will be dealing with a variety of stakeholders on a day to day basis.
7. Caspian Sea experience desirable
8. SIMOPS and daily activities planning essential
