The Role:
Job Description
The role is primarily is to manage the Procurement, Logistics, and Material Management aspects and includes all activities to effectively plan, source, ship, and deliver all materials to meet the safety, quality, cost and schedule requirements of the Project, whilst adhering to all applicable policies and requirements, Procurement, Logistics, and Materials Management planning will be performed concurrently with engineering, project controls and construction to ensure equipment and material deliveries support the overall schedule. In addition, the role includes to a lesser degree Contract Administration to support the SCM Group based in Atyrau, Kazakhstan.

1. Reports directly to the Supply Chain Manager [SCM].
2. Coordinates with project team members, SCM/Operations, and the FEED/EP contractor to develop and implement sourcing alternatives, strategies and tactics focused primarily on major equipment and critical bulk materials that maximize commercial opportunities in support of project business drivers
3. Works with FEED/EP contractor's procurement team on activities in support of development of Phase 3 cost estimate and schedule
4. Ensure that vendor bid packages are reviewed for completeness of work scope, review and make recommendations via a Bid evaluation format on commercial terms, combined with the technical scope/recommendations, and submit to Project/Engineering Manager for approval. Recommendations for approval/award based on lowest total cost of ownership.
5. Oversees FEED/EP contractor's early procurement of long lead and other critical bulk materials in support of early works and overall construction completion - manages MR to PO process. Meet required at site dates for equipment and material deliveries. Vendor documentation requirements are included with MR/PO.
6. Assists in the development and management OF The Approved Vendors List (AVL) in consultation with the Project Team, FEED/EP contractor, SCM/Operations, Category Management and Subject Matter Experts.
7. Integrates Preferred Supplier Agreements (IMAs) into project strategies where agreements align with project business drivers
8. Supports strategies for materials standardization; utilize surplus materials as possible
9. Supports strategies to develop and use "Local/National" suppliers and fabricators as a key project objective
10. Provides Procurement/Logistics/Material Management input and guidance to the Project Team, FEED/EP contractor, module fabrication contractor(s), and construction contractor(s)
11. Supports collaboration between the Project Team, FEED/EP Contractor, TCO base business operations, and TCO supply chain management organization to increase awareness of the major capital project activities and ensure alignment.
12. Maintains personal safety, ROK and other compliance training requirements.
13. Responsibilities also include supporting project wide safety initiatives including implementation of Incident & Injury Free (IIF) and Safety Value Improving Practices (VIPs)
14. Ensures materials and equipment quality meet specified requirements
15. Materials Management facility infrastructure (warehouse, laydown, etc.) and resources are in place for material receipt, inventory management, and issuing materials to installation Contractors
16. Procurement, Material Management, and Logistics risks are properly identified and mitigated
17. Negotiate Purchase Order terms and conditions; engage legal and other support functions as required.

1 Act as the focal point for Contracts Team of executed contracts at the EC Contractors Office.
2 Ensure compliance with HES requirements and business principles / ethics both within the SGE [CAR] Project Team and with Contractors / Sub Contractors
3 Ensure alignment and communication with individual contract stakeholders [Construction, HES, Engineering, Planning, Cost, Project Controls and Contractor[s]] to ensure a practical workable contract administration department.
4 Drafting correspondence to the Contractor[s] / Subcontractor[s] on contractual / commercial issues for signature by the Company Representative or his delegated authority [Construction Manager].
5 Attendance at all meetings with Contractors / Suppliers and Vendors, diligently recording and drafting Minutes of Meetings for signature by the Construction Manager or his nominated representative and issue to all participants and interested parties.
6 Providing active support during any internal audit of the Contract[s] or Contractor[s].

Reviewing all draft [pre-formal] invoice submissions for compliance with the compensation schedules within the contracts and circulating and issuing Payment Certificates confirmation / copies to Contracts Team and Cost Control Function for comparison with the submission of the formal invoice from Contractor[s].

Ensuring copies of the Contractor[s] insurance / guarantee documentation is kept up to date in accordance with the terms and conditions of the contract[s].

Ensuring Management of Change documentation is kept up to date and fully auditable during the execution of the contract[s].

Working with the Contractor and Contracts Advisor to execute any changes to the contract [Service Order, Change Orders, Amendments, Extensions] expeditiously to ensure changes are formally documented prior to the event and not after the event.

Assisting in the compilation of Final Accounts & Close Out of Contracts

Essential Skills / Qualifications:
Bachelors Degree in Business Administration, Supply Chain Management, or Engineering preferred.
Minimum of 5 years direct experience developing and using sourcing and negotiation strategies to optimize commercial opportunities, including the development of framing agreements and blanket purchase orders.
Experience in a procurement role for an Oil and Gas Company or a major Services Company preferred.
Experience in material management, category management, or logistics may be considered, if the candidate can demonstrate general knowledge of procurement or supply chain management processes.
Candidate must be internationally mobile and willing and able to travel and work at international project locations.
