The Role:

Project requires an Regulatory Affairs Onshore Compliance Manager based on 28/28 rotation in Tengiz to deliver the onshore Regulatory Affairs scope according to project schedule. Secure input to OC and Execution Plans for onshore scope. Oversee Execution Contractor's timely completion of RoK-required Construction Documentation (Acts, Protocols, logbooks, etc). Under the direction of Senior RA Management develop and implement auditable process controls to manage all RA workflows related to the onshore scope, including but not limited to management of RoK legislation and regulations, resolution of compliance queries, official Onshore RA correspondence, monitoring and tracking status of site construction RA deliverables, coordination of site inspections by local authorities and close-out of inspection results.
Onshore Compliance Manager is responsible for establishing effective processes and organizational tools to identify, evaluate, communicate and track completion of RoK requirements applicable to all Project KZ-based construction and commissioning activities, including Pipe racks fabrication and delivery, handover of Cargo Offloading facilities and Acceptance of Infrastructure and Main Facilities. In conjunction with RA Senior Management, establish and deliver against Onshore RA KPIs. Monitor changes in RoK legislation and regulations to capture any issues related to that scope effectively.

Responsibilities include the following:
* Fully support and participate in all Injury and Incident Free (IIF) initiatives throughout the RA organization.
* Produce Weekly, Monthly, Quarterly Reports to Project RA Manager
* Contribute to Annual OEGB RA Health Check
* Provides support and assistance to senior RA Management (Project RA Manager and Deputy Project RA Manager) as requested
* Organizes Onshore RA team to implement execution strategies as directed by Senior RA Management
* Monitors RoK legislative environment for issues that may negatively impact Project , provides Management with proposals to eliminate or minimize impact
* Directs and guides the following RA teams:
o Atyrau Permitting, TPD and Compliance Team
o Tengiz RA Construction & Land Teams
o RA Systems Completions / Operations Team
o RA Cargo Transportation Base Construction & Logistics Support Team
o RA Piperack Fabrication Team
* Oversees Technical Supervision contractor and activities during construction
* Together with RA CMP Manager (who is responsible for delivery of materials and equipment certification, metrology and technical passports as well as registration of hazardous equipment) the RA Onshore Compliance Manager is responsible for successful Facilities Acceptance of all Project assets,
* Coordinates hiring, troubleshooting, process improvement, execution efficiency activities with Senior RA Management
* Mentors direct reports (Team Supervisors) as required
* Conducts regular Onshore inter-departmental coordination and progress reporting meetings
* Coordinates senior RA Management and other RA Managers (Offshore Compliance Manager, RA CMP Manager) and on cross-departmental issues and activities
* Liaises with other project groups to ensure call Project-wide RA needs are met and all stakeholders are kept informed
* Travels to all other Project locations as required (Tengiz, Aktau, Kuryk, UK) to support overall cohesion within RA and fix issues
* Ensure RA participation in pre-award contract processes
* Engages with Project/Delivery Leadership Teams to escalate any issues, suggest improvement opportunities or highlight advocacy efforts
* Controls Project RA onshore organization operating expenses within the limits as agreed with senior RA Management
* Organizes cross-functional assignments in RA onshore organization to better develop cross-functional knowledge
* Advises on and supports development of Nationalization programs and personnel succession plans
* Supports development of high-potential employees and the Team's expertise expansion

Essential Skills / Qualifications:
Educated to degree level preferably in a technical discipline.
Excellent communications skills, must be fluent in English and Russian
Minimum 15 years previous experience in oil/gas industry, as supervisor or higher.
Minimum 5 years previous experience in Regulatory Affairs at management level on an oil/gas Mega Project in Kazakhstan or other CIS countries. Solid knowledge of oil/gas Mega Project Best Business practices, processes, procedures related to regulatory compliance.
Able to communicate effectively with other mainly English-speaking business units to garner support for RA initiatives within the Project. . Excellent motivational and team lead development skills. Decisive.
Must have extensive knowledge of RoK legislation and regulations pertaining to construction, acceptance and commissioning of major oil/gas project in Kazakhstan or other CIS countries.
