The Role:
The main purpose of this position is to provide oversight and supervision for all project refuelling operations in Tengiz. This includes the bulk issuing and distribution of free issued fuel to all contractors, in addition to reporting, auditing and engaging with other key stakeholders for the supply of diesel fuel. This position may also be required at times to assist, or oversee other areas of the Transportation Services operations.

Candidate must be familiar with:

* Field based fuel management and distribution operations
* Bulk fuel installation operations & maintenance
* Working in a multi-cultural workplace/project with multi-disciplined teams
* Occupational Safety regulations and practices
* Basics of Labor Code
* Basics of Economics
* Labor Management

Candidate must have the skills to:

* Formulate the work group's plan of actions according to set priorities
* Interpret contract terms and conditions for execution of scope of work performed by contractor's
* Extract the necessary information and determine the possible root causes of a problem
* Make balanced decisions based on assessment of situation and considering the consequences
* Work independently without any external support
* Deliver formal presentations and conduct toolbox talks
* Use feedback for improvement of own performance
* Facilitate teamwork by setting an example (behavior, communication)
* Write and speak in clear and persuasive manner, using corresponding arguments, style and language
* Effectively communicate with a multinational workforce and promote a productive culture
* Have the skills of active listening
* Facilitate and lead safety/toolbox meetings
* Mentoring personnel

Job functions and responsibilities:

* Be a leader in safely executing fuel management operations for and on behalf of the project.
* Direct, advise, guide and coordinate with contractor's to achieve best practice fuel management
* Participate in planning and review sessions with the contractor's
* Lead safety meetings/toolbox talks with contractor's & other stakeholders
* Review contractor fuel forecasts and actuals to identify any anomalies and address with management
* Compile fuel reports for dissemination to all contractor's
* Identify any at risk behaviors or suspected thefts and report to management
* Review contractor Work Method Statements, Job Safety Analysis (JSA) and Job Hazard Analysis (JHA) to ensure that work is conducted in accordance with agreed methods
* Ensure contractors are utilizing all applicable Safe Work Practices (SWP) and Procedures
* Conduct audits and inspections on contractors equipment and records
* Review fuel distribution operations to optimize fuel vehicle fleet tasking, field tank quantities and locations and utilization to gain efficiencies
* Constantly monitor demand and performance to address any anomalies and minimize adverse impact to operations
* Review future plans and implement strategies to meet project requirements within areas of responsibility
* Authorize contractor fuel vehicle tasking and review timesheets
* Conduct 30/60/90 day look aheads for reporting and tasking purposes
* Ensure servicing and maintenance is performed in accordance with the contract
* Assist with fuel incident investigations to determine the root cause and take action accordingly
* Process all bulk fuel requests
* Coordinate timings for access to the bulk storage facility with contractor's and facility owner
* Conduct mentoring and coaching of the contractor teams to develop their level of competence and knowledge of company procedures and expectations.
* Ensure contractors are maintaining current permits, licenses, passes
* Conduct contractor performance reviews and develop campaigns and strategies to influence improvement in performance.

The Company:

Essential Skills / Qualifications:
Higher education in relevant field
- Diploma or higher in transportation or supply chain management is desirable
- Dangerous goods and petroleum specific training and qualifications

At least 8 years of experience in a fuel management/supervisory related role in the Oil & Gas industry.
Construction/major capital project experience is essential.
English (level 3+ and higher) - Kazakh and/or Russian is also an advantage
Experience in CIS Region (Kazakhstan, Azerbaijan etc) essential
