Start Up Support Specialist - Electrical

The Role:
1.4 The SU Support Specialist - Electrical, in addition to core discipline, should have an Operations background and be familiar with commissioning & start-up of large scale Utilities - Diesel Engine Driven Generators (Base load & Back up Generators) Electric Firewater Pumps, 110kV to 10kV, 400V, UPS and Earth Protection Relays - experience of multiple Vendors.

Must be familiar with:
* Utilities design and construction
* Commissioning and Start-up of new facilities (Utilities)
* PTW administration in a commissioning and start-up phase.
* Isolating Authority in relevant discipline.
* SIMOPS and Interface management between several contractor teams.
* Working in a multi-cultural workplace/project with multi-disciplined teams
* Training & Competency Assessment of national O&M technicians and supervisors.
* Occupational Safety regulations and practices
* Basics of Labor Code
* Basics of Economics

Job functions and responsibilities
* Be a leader in safe in operations and maintenance of the project Facilities.
* Contributes to safety program, health and environment protection, reliability and efficiency in order to achieve world-class performance of Company OE strategies.
* Actively participate in BBS program and contribute to IIF culture.
* Direct, advise, guide and coordinate with the contractor's PTW Team to ensure safe administration of the Permit to work system.
* Ensure all SIMOPS issues are correctly identified and mitigated by participating in the daily SIMOPS/PTW meetings to company expectations and requirements
* Review and monitor all commissioning Isolation Schemes to ensure overall integrity
* Liaise closely between Contractor and Operator to ensure alignment of overall project schedule.
* Lead safety meetings/toolbox talks with contractor's & other stakeholders
* Review Commissioning and Operating procedures to ensure that they meet the required deliverables and expectations
* Develop, review and update Start-up Procedures where applicable.
* Liaise with Vendor on site and TS Operations team to ensure transfer of knowledge from Vendor to TS O&M Team occurs.
* Participate and represent Operations in relevant MC/Tri-Party Walk downs.
* Take corrective action to address any issues and report as required.
* Coordinate and Conduct Pre-Start-up Safety Reviews ensuring all relevant parties attend.
* Ensure PSSR follow up items are addressed to the relevant parties.
* Assist with transfer of responsibility of plant and equipment from Commissioning to Operations, ensuring TS O&M team understand the scope and limits of their responsibility.
* Coordinate repairs and maintenance in accordance with operational priorities and equipment requirements
* Constantly monitor demand and performance to address any anomalies and minimize adverse impact to the operation of the facilities
* Review future plans and recommend, or implement strategies where necessary to ensure minimal or no impact to operations
* Assist with incident investigations to determine the root cause and take action accordingly
* Conduct mentoring and coaching of the TS O&M team as required to develop their level of competence and knowledge of company procedures and expectations.
* Conduct Competency Assessments on TS O&M Team as required by TS Competency Assurance System
* Support Operations in warranty issue resolution with equipment Vendors, post Start-up
* Potentially serve as temporary back-up to key Operations roles where needed.

Essential Skills / Qualifications:
* At least 15 years of experience in Operations or Maintenance in the Oil & Gas Industry.
* Proven experience of construction, commissioning and start-up of new facilities.
* Experienced in PTW, Isolations & SIMOPS during commissioning and start-up phase essential.
* Ideal candidate will have a discipline trade along with Production (Utilities) Operations experience.
* Post start-up troubleshooting experience is desirable.
* Coaching, Training & Competency Assessment of national O&M staff is desirable.
