The Role:
*Manages benefits staff performance by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.
*Achieves benefits operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, customer-service, safety, security, and health standards; identifying and resolving problems; completing audits; identifying, developing, and implementing system improvements.
*Identifies benefit options by studying programs; obtaining advice from consultants.
*Supports management decision-making by analyzing benefit options and predicting future costs.
*Recommends benefit programs to management by studying employee requirements and trends and developments in benefits offered by other organizations.
*Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
*Maintains benefit records by developing recordkeeping systems; initiating new-hire benefits; recording changes.
*Resolves employee questions and problems by interpreting benefit policies and procedures.
*Informs employees of benefit usage by preparing and distributing benefit reports.
*Expedites delivery of benefits by establishing and maintaining working relationships with benefit providers.
*Improves employee benefits job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
*Audits employee benefit accounts and approves billing statements.
*Consult with or serve as a technical liaison between business, industry, government, and union officials.
*All other duties as assigned.

Essential Skills / Qualifications:
*Bachelor's degree (in a related field preferred.)
*5+ years of progressively responsible Human Resources benefits experience
*Demonstrated understanding of Group Benefits
*Subject matter expertise in federal and state benefit and tax legislation, including ERISA, HIPAA, FMLA, COBRA and ACA
*Knowledge of IRS Section 125 Cafeteria Plans
*Knowledge of Patient Protection and Affordable Care Act
*Understanding of Employee Self-Service/Portal and 3rd party interfaces
*Excellent interpersonal, written, and oral communication skills
*Proficient personal computer skills including Microsoft Office
*Demonstrated ability to effectively communicate with internal and external customers
*Ability to multitask; prioritize and organize work in a fast-paced environment
*Ability to work in a team fostered environment and maintain the highest level of confidentiality
