The Role:

Key Responsibilities:

Operation & Maintenance

  1. Ensure owned vessels are operated in a safe, efficient and economical manner and in full compliance with Class and Statutory regulations.
  2. Monitor crew compliance with STCW‟95, MLC 2006 and other training requirements.
  3. Ensure timely delivery of supplies, and that purchase requisitions are being tracked and expedited in a timely manner through liaising with the marine coordinator.
  4. Ensure sufficient spares are available.
  5. Ensure that all mandatory procedures i.e. Tool box talks, Risk assessments, permits to work, hot work permits etc, are used effectively and filed for audit purposes.
  6. Ensure that vessels carry the required publications, procedures, operational manuals, and other documentation required by Flag State and other regulatory bodies, and that these are updated as required.
  7. Ensure Marine KPIs are met and Port' Marine craft availability is not affected by the planned maintenances.
  8. Develop, maintain and update the Planned Maintenance schedule for all vessels, including external firefighting and oil pollution equipment, is being operated and reported in the manner prescribed in the HSE system and is in compliance with the ISM Code (voluntary) and MLC 2006.
  9. Act as Shore Based Support Superintendent for machinery malfunction response;
  10. Prepare the subsidiary Vessels for surveys required by the administrations and classes
  11. Responsible for the management of the bunker and lubricant requirements of all vessels;
  12. Responsible for the maintenance of all vessel's hull, plant and machinery and compliance with
  13. flag, class, local and other International regulatory and statutory requirements
  14. Manage Dry Dock works, including planning and ensuring works are executed to company requirements, Classification Society requirements, manufacturer's instructions and recommendations.
  15. Prepare vessel repair specifications in association with the Engineering superintendent.

Risk Assessment

  1. Participate in risk assessments where applicable.
  2. Participate in Classification Society surveys and ensures rectification of any Class and statute non-conformances.
  3. Prepare appraisal reports for vessels' engine crew
  4. Vet and assess the requirements from the vessels Chief Engineers
  5. Inspect and ensure the housekeeping and cleanliness of all associated machinery and work areas, and the applicable Marine HSE management;
  6. Bring to the attention of the Marine Manager any items which have the potential to disrupt operations.

Monitoring & Control

  1. Monitor and produce Utilization / Availability / Fuel Usage Reports for each vessel
  2. Develop work instructions related to operation and maintenance of vessel machinery
  3. Ensure all works are executed in accordance with the approved Permit to Work System;
  4. Ensure engineering related ISM compliance.

Relationship & Coordination

  1. Liaise with the Harbour Master and HSE officer with reference to Certification, Safety
  2. Equipment and Loose Lifting Gear etc. Policies, Systems, Processes & Procedures
  3. Develop and lead the implementation of the project planning department policies, systems, processes, procedures and controls covering all areas of assigned functional so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.

Quality, Health, Safety, & Environment

  1. Ensure compliance to all relevant organization's quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.
  2. Together with HSE department, ensure that safety rules and regulations are fully explained to contractors and appropriate safety and protective equipment is ordered and stocked; safety notices are prominently displayed in all work areas and that all accidents and incidents are efficiently investigated and analysed whilst ensuring that measures are implemented to avoid any recurrence.

Minimum Qualifications:

  • Bachelor's Degree in Marine Engineering from a Technical Institution of higher education, recognized by all appropriate State and National Authorities, or similar discipline from a reputable university.
  • Relevant Professional Certification in compliance with STCW III/2

Minimum Experience:

  • 5 years of experience as electrical or mechanical Project Manager and previous experience in hard landscaping and building construction.
