The Role:
Our Client is looking for a Hydrocarbons Adviser to be responsible for the safe, efficient and effective delivery of spill response and preparedness services to the business. The purpose of the Hydrocarbon Spill Advisor is to support the safe, efficient and effective delivery of spill response and preparedness services to the business.

The companies level of hydrocarbon spill preparedness directly correlates to the effectiveness of the companies hydrocarbon spill response, with failure to respond appropriately negatively impacting the companies reputation, market capitalisation and licence to operate. Hydrocarbon Spill is a key corporate risk for the company. Additionally, the companies ability to achieve its Strategic Direction may be impacted by poor preparedness for a hydrocarbon spill incident.

The position operates across the wider Company Group directorates and drive hydrocarbon spill preparedness and capability, based on all hazards approach. The position provides expert advice including contingency plans, capability, competency and assurance of the companies preparedness and readiness to respond to Hydrocarbon incidents in our areas of operation.

The Hydrocarbon Spill Advisor is responsible for;

Managing the delivery of a diverse range of training (operational and tactical) and the planning, execution and assessment of hydrocarbon spill drills and deployments to ensure personnel remain current and competent in spill response.
In line with Hydrocarbon Spill Preparedness Procedure and Processes, develops and maintains a range of spill preparedness and response plans including ALARP positions, Hydrocarbon Pollution Emergency Arrangements, Hydrocarbon Pollution First Strike Plans, Hydrocarbon Spill Operational Plans, Tactical Response Ensuring compliance with regulatory requirements and commitments pertaining to hydrocarbon spill preparedness and response across the companies operating business in Australia and Internationally.
Delivers a coordinated and integrated capability which includes but is not limited to the identification, procurement, management and operational and logistical deployment of response equipment, response services and provision of technical expertise in hydrocarbon spill preparedness and response to the business in Australia and internationally. 
Delivers company-wide HSP services in line with Hydrocarbon Spill Preparedness Procedure nationally and internationally.
Collaborates with Multi-agency (eg OSRO's and government response agencies) and industry Mutual Aid to increase the companies preparedness and response and reduce cost and risk.
Promotes opportunities for integration of hydrocarbon spill capabilities across BU's/Functions including the development of contingency plans.
Documents and aligns company spill plans, capability, capacity and competence and ensures alignment with identified risks.
Delivers operational and tactical response plans, across land, sea, subsea and air and maintains the Capability Calculator to demonstrate capability and logistics.
Ensures response plans and arrangements integrate with national and international arrangements for hydrocarbon spill events.
Cultivates external relationships within Australian and international jurisdictions to enable the comapany to achieve its performance outcomes
Determines and coordinates levels of capability (resources, services, contracts and expertise) for each area of operation to mitigate risk in line with Licence to Operate requirements.
Establishes and maintains First Strike equipment stockpiles in designated locations and analyse required capability by applying a First Principles methodology.
Maintains a cadre of qualified operational and tactical responders for a major spill event for any of the companies operations including a global response capability.

Providing expert advice including contingency plans, capability, competency and assurance of the company's preparedness and readiness to respond to hydrocarbon incidents, key responsibilities will include but not be limited to:
* Deliver company-wide Hydrocarbon Spill Preparedness services in line with Hydrocarbon Spill Preparedness Procedure nationally and internationally
* Contribute to the company's License to Operate via spill contingency planning to achieve ALARP and ensure it is in line with pre-operational SIMA assessments
* Establish and maintain corporate capability to meet ALARP requirements
* Document and align company spill plans, capability, capacity and competence, and ensure alignment with identified risks
* Ensure response plans and arrangements integrate with national and international arrangements for hydrocarbon spill events

Essential Skills / Qualifications:
* Tertiary qualifications in related discipline preferred
* Significant on the ground experience in a number of international oil spills responses
* Sound background / experience in company oil spill planning documents suitable for regulatory submission
* Knowledge of relevant legislation and regulatory compliance requirements
* Exceptional communication skills, including verbal and written
* Solid organisational and time management skills
