The Role:
Project HSE Manager

Key Responsibilities
Overall, you oversee and manage the Project's HSE related matters and enables a positive HSE culture within the project team and its contractors. You have the responsibility of collecting and reporting HSE statistics as well as analyse HSE performance versus objectives and incidents by performing investigations and organize the feedback to management and personnel.

These areas of responsibilities will include tasks such as:
* Validate HSE bridging documents for offshore works;
* Prepare input for the Operational Readiness & Assurance plan;
* Develop HSE input to contracts and review bids from an HSE perspective;
* Participate in review of Contractors HSE performance;
* Participate in pre-selection Contractor and Site/Yard HSE audits and evaluations;
* Review Contractors HSE plans for the Construction, Decommissioning, Commissioning and Start Up phases of the project;
* Participate in relevant reviews such as Technological Risks Assessment, ALARP and QRA updates;
* Ensure that the site package teams are ready for the transition between the project phases and aware of the evolving risk profiles;
* Establish HSE KPI's and performance reports to management;
* Ensure the readiness of documentation necessary for Permitting / licensing related to Environmental matters and to follow-up issue by Authorities of related and necessary licenses;
* Ensure that personnel safety and process safety is sufficiently fulfilling the ALARP principles;
* Participate in readiness and prestart-up reviews;
* Assist the Project Manager with the relations with Partners specifically regarding HSE matters and to participate in the preparation and participation to workshops and other meetings with Partners;
* Gather and prepare 'lessons learnt' and provide feedback (REX) to internal entities as required;
* Responsible for the establishment and coordination of the project HSE Committee;
* Interact with HSE to enable communication of project progress within the affiliate;
* Delivery of relevant HSE studies and documents;
* Follow-up on learning opportunities, incident investigations, and Safety alerts.

Moreover, this position calls for the ability to work independently and improve best practices across disciplines from an HSE(Q) perspective on new offshore facilities and existing assets. This is with effective planning as well as organizational and interactive skills. Also, excellent interpersonal, leadership profile and communicative skills are essential in combining a holistic business view with concrete HSE(Q) initiatives. We are looking for a strong team player with the ability to build and successfully manage relationships with internal and external key stakeholders, as well as work constructively with others to achieve business goals.
Your background
* Degree qualified combined with a strong HSE background and extensive project experience within the Oil & Gas industry;
* Experience in Quality (HSEQ) is an advantage;
* Minimum of 10 years' experience in the Upstream Offshore Oil & Gas industry sector or comparable industry with high HSE focus;
* Minimum 5 years in a similar position within HSE, Operation or Construction;
* Demonstrable knowledge of developing HSE(Q) Management strategies and tools;
* Robust knowledge of industry standards and offshore experience from the North Sea is an advantage;
* Able to take sound HSE decisions in co-ordination with technical disciplines, design engineers, project management teams and site management teams, etc. to safeguard asset integrity throughout the project and beyond;
* Experience in incident investigation, reporting and follow-up data tools (E.g. Synergy);
* Proficiency in oral and written English.
