The Role:
Synopsis

The role incumbent will be responsible for overseeing the compliant, safe, and efficient execution of Tactical Procurement, Procurement Operations, and everyday purchasing for the Upstream and Midstream Operating Functions in the region. The Buyer Lead will be accountable for assisting the transition of activity identified for standardization, either within the region or into the Procurement Services Hub. The incumbent will be a key member of the PSCM leadership team, and will be charged with protecting interests while being highly cognizant of ethics and compliance risks and performance in the region.

Accountabilities

* Lead the Procurement Services (PS) region buyer team, with members located in the Aberdeen buying offices and in the India-based offshore buying center.
* Supervise and monitor the execution of the P2P and tactical procurement processes, in compliance with global and regional standards, in procuring materials and services for upstream and midstream customers. Oversee the effective delivery of end-to-end service within the region. Ensure the proper execution of the P2P process: from requisition handling, to PO placement and tracking, to PO changes, to PO close.
* Coach team members in successfully delivering procurement execution services for the region.
* Ensure compliance with Standard Operating Procedures and Ways of Working, as documented and maintained by PS and PSCM Process & Systems, in the delivery of all services provided to the region.
* Ensure all activities take place in accordance with corporate policies and processes, defined governance and delegations of authority, ethics and compliance policy, as well as external laws and regulations.
* Collaborate with PSCM and Operations stakeholders in order to continually improve material and service delivery to the region.
* Exhibit behaviours in managing the team and engaging with and external stakeholders.

Tasking
1. Oversee and provide the effective and efficient execution of the following in the region:
* P2P/Procurement Process
o Requisition to PO to Close (P2P) for purchases from price books and other contracts, as well as for one-off (non-contract) buys.
* Tactical Procurement of non-contracted materials and services
o Generate RFQ based on scope of work provided by the line via requisition.
o Analyze and confirm supplier bids, and manage contracting via PO terms and conditions.
2. Team Supervision & Coaching
* Provide SME coaching and supervision to team members.
* Provide performance feedback on team members to team members and inform the PS Global Execution Manager and the AGT PSCM leadership, indicating areas of proficiency, opportunities for development, and areas for intervention.
* Deliver high level execution through robust planning, ongoing coaching, and effective interventions.

3. Procurement Services Transformation
* Supervise team in the successful transition of activities to standard procedures and central delivery, where required.
o Drive supplier adoption and compliance with systems and standards
o Identify activity consolidation and standardization opportunities and work closely with PS leadership to standardize/transition those activities as required.
o Drive conformance to standards throughout the region and across the wider PS team.
Requirements
* Bachelor's degree or equivalent
* Adequate written and communication skills required to effectively deliver against accountabilities
* 5+ years professional experience, that includes 1+ year as senior or lead buyer in business that includes multiple stakeholders and requires cross-discipline engagement and cooperation
* High standards regarding ethical behaviours and sensitivity for minimizing risks in high risk environments
Desirable Criteria
* Intimate knowledge of the Oil & Gas industry and its supply base
* Master's degree or equivalent
* Professional PSCM qualification (CPSM or MCIPS or equivalent)
* Excellent project management skills
