The Role:
Employee Capability is a strategic priority. The Functional organisation of HR and Upstream Talent & Learning (UTL) operate under a partnership model to deliver the objective of having the right people with the right skills in the right place at the right time.

The UTL organisation will lead the provision of Upstream wide technical learning, and has the following key responsibilities:
* Develop an integrated Upstream Learning strategy and annual learning plan.
* Obtain input on functional priorities and develop learning priorities in line with the Function Operating Plans
* Design and manage all Upstream Learning (UL) programmes
* Manage course demand planning process and provide overall coordination of and operation support for the delivery of leadership and business function learning programs
* Provide requirements, standard tools and processes for delivery of technical learning in region locations
* Provide reporting and performance management on learning delivery data
* Manage the procurement of technical learning design and delivery vendors across Upstream. Functions/Region cannot award ad hoc contracts independently.
* Lead the development of learning facilities and infrastructure
3. Job role
Client Groups:
* Global Operations Organisation (GOO) - Offshore Operations.
* Major Projects Organisation (MPO)
* Primary interface between Region and the Learning Service Centre (learning administration services)

Key Activity
Manage Site Learning & Competence
* Ensure compliance with HSE legislation and conformance training requirements
* Maintain HSE matrices
* Training provision to support competency assurance

Manage Learning Operations in Region
* SME for Learning Management System - 'My Talent and Learning'
* Reporting
* Data analysis
* Act as document custodian for learning operations ensuring Region policies and procedures are kept up to date.
* Act as interface for contracting companies and training requirements.
* Manage external learning vendors who support Region HSE training

Manage learning activity with assigned client group
* Conducts learning needs analysis for assigned client group using the UL standard process; provides a performance consulting perspective and validates the learning need; makes recommendations for appropriate learning solutions.
* Leads the annual UL Learning Needs Analysis for the function, assures outputs are incorporated in the Region Demand Plan
* Analyses evaluation data, summarises outcomes and is the learning face to the business; communicates data to Subject Matter Experts (SME), course custodians faculty and/or vendors when required
* Serves as an interface with Group programmes including Leadership Development, Graduate and early development programmes. Provides guidance and direction to the Function.

Other Activity
* The Learning Advisor will be involved in projects, explore learning requests and provide performance consulting to business clients who are seeking to resolve a performance issue with a learning solution.
4. Key relationships
The Learning Advisor will need to cultivate relationships with:
* Region Upstream Learning Manager as the primary (direct) reporting relationship
* Learning Service Centre to interface on locally delivered global and segment courses
* Client group
o Leadership team
o Learning participants
* Function Learning Teams - to ensure alignment between Region and Function learning priorities.
* Function HR Advisor as partner to the deliver the capability model.
* UL Region Learning Coordinator to assure alignment and standardisation of all back office (non-customer facing) as well as front office (customer facing) learning operations and activities
* Region Learning Operations Lead or team to provide the client interface for evaluation feedback and to ensure learning operation in country is consistent with Upstream Learning Standards and Service Levels
* Third Party suppliers to deploy the UL contract management process for local vendor contracts; provides evaluation feedback for continuous improvement

Preferred Criteria

* Practitioner of performance consulting and/or change management
* Preferred learning specialist or have worked in a learning related job
* Knowledge/skills of data collection, synthesis and analysis with preference for individual who has conducted learning needs analysis in the corporate setting
* Experience providing customer service-related activities
