The Role:
Coordinate and control the issue and return of permits under ISSOW and have an overview of all operations under way and planned on site
to avoid hazards caused by simultaneous activities. Ensure the appropriate level of Risk Assessments are carried out and liaise closely with the Performing Authorities (PA) when planning work activities to ensure correct control measures are identified and in place.

Accountabilities
* The Issuing Authority has the responsibility (with all the Client Site Management Team) to deliver the Client Safety management system. achieving safety, environment, production and budgetary targets whilst ensuring compliance with Health, Safety and Environmental Standards, Technical Integrity Standards. This involves a commitment to conduct both scheduled and ad hoc safety audits, relevant inspections and to engage all Client personnel in behavioural safety conversations and interventions
* Accountable for the Management of the ISSoW system on platform in liaison with the Platform Management Team

Key Duties
* Responsible for the effective coordination, control and implementation of the ISSOW system
* Acts as system expert, coaches ISSOW best practice
* Verify & Issue WCC's
* Assure the correct level of Risk Assessment has been carried out
* Taking part in risk assessments with PA's on site
* Ensure a work site visit has been carried out during the work planning phase
* Identify work site conflicts which may arise from a change in plant conditions in the vicinity as well as conflicting adjacent tasks
* Ensure PA has a good understanding of the task and main hazards involved prior to permit issue
* Co-ordinate verification and approval of Isolation design, implementation and removal
* Approve when an isolation may be moved under Sanction to Test through discussion with relevant discipline supervisor
* Confirm, through discussion with the PA that they fully understand the task and team members have been fully briefed via TBT
* Resolve any issues raised by PA's as a result of AA discussion or TBT
* Participate in Level 2 Risk Assessments when appropriate
* Assure WCC documentation is appropriate and there is no duplication of Hazards and controls in WCC
* Confirm all required pre-requisites are in place prior to work commencing, and confirm removed on work completion
* Identify any conflicts during the work planning phase and prior to work commencing
* Visit the worksite before, during and on completion of the work to ensure the work is properly controlled and reinforce high standards of housekeeping at all times
* Co-ordinate isolations, isolation integrity checks and gas tests
* Assess criticality of ad-hoc requests for WCC's
* WCC Closure and Archiving
* Co-ordinate ISSOW audits and provide relevant feedback to Site Manager
* Co-ordination and control of keys and lock out boxes
* Co-ordinate SCMV (LO/LC) register
* Ensure effective handovers are complete
* Participate in Emergency response team as required
* Auditing and Reviewing of all Retained and Mothball isolations
* Attend permit meeting (daily)
* Review the 7 day plan frequently
* Adopt a flexible attitude towards assisting operations team during critical stages of production re-start

Education Attainment & Accreditation
* Level 3 VQ or equivalent - Production Operations
* SMTD or working on personal development plan (PDP) towards CRO / PTL status
* Client ISSOW Level 2 or equivalent
* L&D 9DI or equivalent Assessor

Professional Skills & Experience
* TMax User
* Microsoft Office Experience

* Demonstrable leadership ability with strong interpersonal skills
* A good facilitator, who can integrate and co-ordinate the work of others to deliver results
* The ability to be decisive by making well thought through timely decisions
