Our Client oversees and manages all the operations associated with major LNG projects.

The Role:
Job Purpose:

The Advisor (Contract Closeout) is responsible to execute contract administration activities for the Barzan Onshore Project with effective internal and external interfaces to ensure continuity for completion of construction , pre-mechanical completion, commissioning , handover and the final close-out phase of the Project. in addition to specific contracting administration and contract close-out responsibilities , the Advisor (Contract Closeout) shall provide contracting and other commercial support to the Barzan Onshore Business Manager and Site Business Services Manager for broader business group related issues.

The Advisor (Contract Closeout) shall provide contract administration of the Lump Sum EPC contract for the Barzan Onshore Project during the contract execution phase of the project with an overall responsibility for project close-out activities that include; development and implementation of strategies and mitigation steps for EPC claim s avoidance, vulnerability analysis assessments ofooen changes and outstanding claims.

Key Result Areas:

Gain alignment with Project Management Team (PMT) on project contract
administration needs, objectives and requirements

• Define and execute the contract administration processes and coordinate interfaces with PMT and the EPC Contractor to gain alignment on contractual issues, disputes and claims through EPC Contract close-out
• Strong understanding of long term EPC Lump Sum contracts and supplier relationship management to effectively manage contractual relationship
• Review contractual terms and conditions to insure Company requirements are net for the EPC Agreement and reimbursable items supplied through the EPC Contractor
• Draft and issue correspondence such as formal letters to EPC Contractor
• Provide contractual interpretations and guidance to PMT
• Coordinate and obtain inputs from PMT Discipline functions to support contractual positions with regards to potential claims and Extension of Time requests
• Foresee enforceability issues, understand the risks involved to avoid pitfalls in negotiation incentive schemes, and advise management, where applicable
• Solid understanding in the technical aspects for the engineering, procurement, and construction phases of a major lump sum project in the oil and gas industry
• Solid understanding in the non-technical areas of a major Jump sum project including terms and conditions (legal, commercial, contractual agreement terms)
• Individual must have capability to present and dispute cost avoidance strategies, inclusive of effective resolution strategies
• Initiate claims avoidance activities to protect Company's interests and take lead on resolutions and strategies in potential claims, Notice of Claims, or extensions of time requests with input from Company's Legal department as necessary
3.2 Communicate with PMT on project contract administration activities, progress and issues
• Maintain close liaison with appropriate members of Project Management Team (Engineering, Construction, Safety and Quality) during project execution
• Advise PMT of contract administration & subcontracting issues and steps being taken to mitigate concerns and consequences
• Participate in PMT's weekly I monthly progress meetings internally with PMT Disciplines and EPC Contractor
• Maintain communication with clients Supply, and ensure compliance with all appropriate clients systems of Management control
• Stay abreast of and consistently apply all appropriate internal client processes
• Prepare for, and participate in functional reviews and audits as required
• Submittinely and regular activity status reports to supervisor

3.3 Develop and execute administrative processes that advance project's procedures, goals and objectives
• Ensure Contractor understands and complies with commercial and contractual requirements
• Assist and support the Engineering Home Office (Yokohama, Japan) and Site based (RasLaffan, Qatar) Change Order Resolution Teams in the Change Control process, inclusive of providing contractual advice when resolving open changes with EPC Contractor
• Timely and diligent monitoring of compliance with Liquidated Damages contract tern1s and ability to report to Manage1nent of any LD's accrued
• Collect data to insure Company's legal defence for preparation of and resolution of any EPC Contractor claims
• Help Formulate Company's position and response in line with Contract terms, with logical and sound interpretation of the force in majeure, liability and survivorship clauses
• Assist and support the administration of any Performance Incentive Plan and its Milestones
• Mentor junior team members as required

3.4 Establish and execute contract close-out activities
• Identify contract close-out requirements
• Establish a close-out agreement checklist for PMT and Contractor (settlement of any outstanding items)
• Steward contract close-out checklist activities
• Report progress on contract close-out checklist activities
• Collaborate with Site Senior Analyst (Procurement) and Contracts Advisor to develop Materials Reconciliation and Project Closeout plan
• Review Completion Acceptance Certificates and Handover notices to ensure compliance with contract terms and internal client process requirements
• Coordinate the preparation and issue of Milestone Completion and Acceptance Certificates to EPC Contractor, and Handover Notices to OED
• Ensure acceptance I handover is complete and all contractual requirements have been met
• Steward open changes and outstanding claims processes
• Provide input on EPC Contractor performance for PMT closeout report
• Capture actual project activities into Closeout Report from project start to close­ out for procurement and contracting activities
• Consult with RO Legal on the final release of liens and claims in a form acceptable to RO Legal
• Work with project accountants to verify on Change orders finalized, final invoice amount agreed, including release of retentions, if any
• Coordinate with DCC (Document Control) the return of proprietary information data and the handover of contract retention documents to Venture in accordance with the clients Documents Standards and protocol
• Monitor and coordinate the handover or return of original or reduced Performance Bond/Bank Guarantees to clients Legal or EPC Contractor
3.5 Lessons Learned
• Collaborate with Project Lessons Learned Coordinator to document, integrate and transfer Barzan project contractual-related lessons learned timely

Essential Skills / Qualifications:
• Bachelor's degree in relevant discipline (Engineering or Business)
• Minimum often (10) years broad experience in oil & gas projects, in which 5 years of relevant experience in Supply Chain (contracting I procurement) disciplines, with at least involvement with one (1) EPC contract close-out (EPC contract value> $500M)
• Exposure to EPC projects (engineering home office and/or field construction sites)
• Fluent in English language (demonstrated oral, verbal and written skills)
• Computer literate (with good MS Office and MS Project Skills)
• Ability to work within (and adapt to) multinational and multicultural environments
• Good interpersonal, co1nmunication, presentation and facilitation skills.
