A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
POSITION: Area Authority (Brownfield) – Onshore Terminal Project
POSITION REPORTS TO: Site Controller
DELIVERY TEAM/FUNCTION: Onshore Facilities
WORK LOCATION: Baku, Azerbaijan
WORK SCHEDULE: 6x2 Rotational

KEY ROLE:

• Oversee the control of work system for project construction works, through the main terminal contractor (MTC) for Brownfield scopes.
• Assist the MTC in policing COW systems for all Brownfield areas.
• Act as liaison with MTC and Terminal operations COW teams.
• Fully conversant with both ISSOW and paper PTW systems.
• Hands on field based person with excellent communications skills.
• Multi-disciplined background with previous project experience.

: BASIC SKILLS:

• Experienced on-site supervisor with good man management skills
• Keen awareness of behavioural based site safety programmes
• Understanding of the requirements of an effective control of work system, including permit to work, etc., within a brownfield environment
• Understanding of multiple construction disciplines, particularly in the onshore Oil and Gas related fields.
• Ability to communicate effectively with contractor’s/line managers/ and supervision in English language (oral and written).
• Good IT skills, (understanding of MS office, etc)

RESPONSIBILITIES & OBJECTIVES:

• To report to the SC/OSM and have overall responsibility for the safe control of work activities in accordance with these procedures and within their designated area. This includes the issue of all Work Permits.
• Liaising closely with the PA’s when planning permits, to ensure that the appropriate hazards and controls have been identified for that task.
• Ensuring that the appropriate level of risk assessment has been carried out for the task (Level 1 or 2) and acting as the Task Risk Assessment Team Leader
• Ensuring that all Prerequisite control measures have been put in place prior to a permit being issued, confirming that the PA fully understands the scope of the task.
• Providing the culture to “STOP the Job” if anyone feels unsafe.
• Approval of isolation design, control of isolation implementation and ensuring that the ICC is attached or cross-referenced to the correct WCC prior to issuing. Also ensuring that the isolation is properly removed after completion of all the works associated/referenced to the ICC and cancellation of those permits.
• To ensure that the worksite inspections are carried out before, during and after the performance of each task (some of this task activity may be delegated to a competent nominated person).
• To ensure that there is a walk-through of every work site activity before and after completion of work as a minimum, ensuring good housekeeping, isolations and tags removed as appropriate.
• Ensuring that adequate handovers take place at shift change, crew change or other change out/over of AA’s, PA’s and IA’s
• Be fully conversant with all AGTR Caspian SSOW documents.
• Issue and Revalidation of Permits
• Promoting project HSE objectives.
• Liaison with operations and commissioning on all matters relating to COW
• Resolution of interface issues between disciplines on a daily basis
• Ensure no clashes between disciplines through effective segregation of activities through the PTW system
• Attending project meetings as required.
• Mentor and assist in training of junior staff as required
• Liaison with Contractor’s HSE and Construction teams on all work front coordination issues
• Ensuring any Affected Area Authorities are made aware of the proposed task and that the PTW is countersigned.
• Ensure planned PTW work start & expiry dates are correctly specified on the PTW.
• Ensuring, when required, specific gas testing requirements have been performed, and that PTW are only issued when gas testing is within acceptable limits.
• Ensuring all PTW & supplementary certificates are correctly cross referenced upon PTW issue and completion
• Ensure all work is complete prior to removal of Isolations.
• Ensure all work is suspended prior to carrying out Sanction to Test (STT)

Essential Skills / Qualifications:
• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects, in a similar role leading to development of the following skill sets:

a) Experience of working within a PTW system in a multi-disciplined environment
b) Discipline experience in Oil & Gas related construction, commissioning or operations activities.
c) Control and coordination of interface issues.
d) Liaison with Contractor’s Construction team on PTW requirements.
e) Liaison with Operational AA’s.

TECHNICAL QUALIFICATIONS:

Minimum:
HNC / HND or equivalent in Engineering or Process related discipline.
Formal training and experience of working within PTW systems
