The Company:
Our Client is an International Oil and Gas Operator involved in 2 of Australia's largest LNG Projects based in Western Australia. The Role:
My operator client has a current requirement for an Area Manager for Electrical and Instrumentation on a 28/28 day rotation to Barrow Island.

Responsibilities

Health, Safety, Environment and Quarantine (HSEQ)
• Commits to and champions the development and implementation of a safe working environment for everyone on the project and the continuing establishment of an Incident and Injury Free (IIF) culture.
• Promotes a positive HSEQ culture by active participation in development, implementation and engagement of the company’s Health, Environmental Protection and Safety policies and procedures.
• Assures the quality, closure and timeliness of HSE audits, reviews and incident investigations for incidents.
• Sponsors and influences contractors on HSEQ behaviors and culture to improve overall performance.
• Participates in the site Total Safety Task Observation (TSTO), Step Back 5X5 and Hazard Intervention and Reporting Card (HIRC) processes.

Construction Area Management
• Acts as the member of a multi-functional project execution team responsible for all Electrical, Instrumentation and Telecommunication construction activities for a three-train LNG plant. The plant is a combination of modularized and stick built areas.
• Manages the EPCM Electrical, Instrumentation and Telecommunication area construction team. Interfaces with and influences senior and experienced EPCM and contractor personnel.
• Provides strategic overview and interfacing of electrical, instrumentation and telecommunication activities and issues
• Responsible for assuring adherence to Electrical, Instrumentation and Telecommunication area execution plans. Proactively anticipates threats and opportunities, and ensures these are being addressed in an effective manner by the EPCM team.
• Provides interface oversight across all electrical, instrumentation and telecommunication EPCM subcontracts for consistency of execution regarding IIF/HSEQ, shared resources, processes, contract management practices, planning, scheduling and interfaces with contractors.
• Provides assurance of electrical, instrumentation and telecommunication EPCM quality (QA/QC), technical services, project controls and materials management/logistics organizations. Ensures consistency of work within the electrical, instrumentation and telecommunication disciplines by alignment with the instrument electrical engineering team.

• Acts as the senior electrical authority, inclusive of oversight of the integrity of isolation controls and their interface with the construction, preservation, commissioning and Permit to Work processes.
• Assures area management of electrical, instrumentation and telecommunication construction commodities, inclusive of ensuring equipment preservation, installation and testing programs are appropriate and do not compromise equipment performance.
• Assures that electrical, instrumentation and telecommunication construction processes are developed and executed to protect Company assets:
a) The construction tasks are planned and completed as scheduled,
b) Performance deviations are managed in line with business processes,
c) The right prioritization is placed on works by managing the timing and sequence of works to facilitate optimal resource levelling of the execution contractors,
d) The quality process is implemented in line with expectations, and
e) The work is executed cost effectively and timely.

Managing Personnel:
• Manages the performance of the site Electrical, Instrumentation and Telecommunication area construction team by:
a) Setting team vision and direction,
b) Engaging the team through communication and commitment,
c) Monitoring, appraising, coaching and reinforcing team performance. Conducts performance evaluation of team members,
d) Building across-team support networks (employee, contractor, EPCM and Horizons), and
e) Builds a supportive environment whilst driving superior results.

• Manages the team competencies by:
a) Balancing competency requirements against Project and individual development needs,
b) Ensures team members are assessed against identified competencies,
c) Assures that only trained and competent personnel perform tasks,

•Undertakes effective contractor management through task definition, performance monitoring and performance management.

Essential Skills / Qualifications:
• 20+ years site electrical, instrumentation and telecommunication construction experience,
• 10+ years as an Electrical, Instrumentation and Telecommunication Construction Manager,
• Competent in the use of common computer systems and software,
• Ability to manage multiple tasks and a mastery of electrical, instrumentation and telecommunication construction management, sequencing and methodologies,
• Mastery of LNG electrical, instrumentation and telecommunication construction and experience in dealing / interfacing with contractors, and
• Outstanding communication and interpersonal relationship skills.
