Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
As the Area Construction Manager — HVac Transmission you will be responsible for execution of the construction scope, including support of contracts administration, quality control, planning, cost control, reporting, and HSE stewardship.

The Area Construction Manager — HVac Transmission will oversee area construction operations on a day-to-day basis, and ensure that work is done safely, on time and within budget and to the right quality standards. As the leader of the Area Construction Team, you will lead a multi-functional team of construction coordinators, inspectors, contractor administrators, field engineers, surveyors, etc. to ensure the project's construction management objectives are fulfilled for all construction areas.

As the Area Construction Manager— HVac Transmission you will:

• Ensure the implementation of the health & safety plan, site labour regulation and/or site agreement with collaboration of labour relations and health & safety.
• Conduct risk assessment with contractors and ensure control measures are implemented for high-risk works.
• Establish and maintain proper services, protection and infrastructure in view of operating a safe site with the close coordination of the H&S Coordinator and contractors.
• Participate in job safety analyses as requested and maintain records.
• Maintain records of contractor's activities on-site including daily inspection records, site progress records, events, etc.
• Prepare the construction area or discipline organization chart and select competent subordinates.
• Review the planning, organization and monitoring of site use of personal, materials, and construction equipment.
• Provide input to the constructability review program.
• Collaborate in the preparation of construction management instructions to be included in the Project Instruction Manual.
• Prepare the manpower planning and budget of hours for the area or discipline construction management team.
• Communicate the objectives of quality, time, costs and project instructions to the construction area or discipline management team, and to make sure that the team complies with these objectives.
• Participate in the preparation of construction schedules and milestones with the Planner/Scheduler and monitor the project's progress against the established Master Project Schedule.
• Manage the work progress in accordance with the project schedules and the terms and obligations of the construction contracts.
• Work with the Contract Administrator, ensure that the contractors are fulfilling all obligations within the relevant agreement.
• Ensure all company supplied material, equipment and services are provided in a timely fashion.
• Ensure that the contractors are updating their detailed work schedules in accordance with the project plans and schedules.
• Interface directly with Package Scope Lead/Engineer/Manager, HVac to resolve interface issues with Engineering and Procurement being carried out in project office.
• Ensure that quality control procedures are implemented, providing the necessary quality / inspection surveillance as required ensuring the work is completed in accordance to the specifications and contract documents.
• Ensure that the contractors are fully implementing their quality control programs.
• Ensure that decisions requiring actions are addressed in a timely fashion to avoid delay to the contractor.
• Verify that the quality control standards and criteria are followed by the area of discipline team for the work performed in his area.
• Maintain close contact with the Resident Engineer to ensure all site queries are responded to on a timely basis.
• Manage relationship with Environmental Coordinator and team to drive all environmental controls.
• Chair construction coordination meetings with the contractors to ensure performance, awareness of field objectives, and good cooperation between Project Team and contractors.
• Provide leadership and co-ordination to ensure that all required data and information necessary for the execution of the work are made available to the area or discipline team.
• Produce area construction progress reports and other reports as required by the Construction Manager.

Essential Skills / Qualifications:
Bachelor of Engineering or an equivalent combination of education, training and experience.
Extensive background in high-voltage transmission construction.
Knowledge of right-of-way clearing and marshalling yard operations.
Experience in contract administration and claims avoidance.
Excellent and demonstrated safety and environmental record with aboriginal, diversity and cultural awareness.

Desirable Skills / Qualifications:
Previous experience building transmission lines in northern climates / regions considered an asset.
Background in industrial relations, with previous track record of successfully executing works with IBEW.
