The Company:
A leading Client in the Oil and Gas Industry

The Role:
Rotational Contract 28/28

PURPOSE:

• Serve as primary reviewers of Contractor manning levels and equipment numbers at site being commensurate with the schedule and execution plan and aligned with the monthly invoicing figures.
• Verification and processing of contractor’s payment applications.
• Reconcile payment disputes with contractors.
• Support Contract Engineers with BOQ verifications and cost evaluations for ITTs.
• Comply with company HSSE Policy and the 12 Lifesaving Rules.
• Ensure business ethics are maintained to the highest level and ensure compliance with the Shell Group Statement of General Business Principles

ACCOUNTABILITIES:

• Correctness of payment in accordance with contract terms and conditions.
• Process payment applications within the specified duration/KPI.
• Work closely with Contract Engineers and Contract Holders to ensure earliest possible set up of Contracts.
• Coordinate with Dubai SAP Support team, Dubai Invoice Scanning Unit and SBSC teams in Chennai and Manila and where necessary take prompt action to ensure timely progress of actions along the RTP Process to prevent payment delays.
• Develop cost estimates for RfQs and ITTs.
• Part of ITT Evaluation Team to advise and answer queries on pricing models.
• Develop a comprehensive series of scheduled and ad hoc Site Visits to Contractor work fronts to assess utility of equipment and manpower numbers against execution plan and schedule.

Experience & Qualifications required:

• University Degree/Diploma in related engineering discipline.
• Minimum 5 years experience in Quantity Surveying with Oil & Gas construction projects.
• Multi discipline (Civil, Mechanical, E&I) QS exposure.
• Commercial experience should cover a mixture of technical and contracts engineering disciplines and working on Construction projects.
• Understanding of financial, commercial and technical controls that apply across the Contracting and Procurement process.
• Self motivated team player with excellent communication skills to work within a diverse team on a challenging project located in different geographical areas (Dubai, Basra, Manila, Chennai).
• Excellent computer literacy skills.

ADDITIONAL COMMENTS/SPECIAL CHALLENGES:
• Part of a small multi-cultural team supporting diverse users (Shell/Contractor) based in different geographic locations..
• Possess the ability to convey SAP technical details, processes and requirements to non-SAP literate Shell and Contractor users in a way that they can clearly understand and relate to their responsibilities and activities.
• Able to deal with and safeguard commercially confidential information.
• Ability to work under pressure and meet service levels.
• Strong analytical skills and high degree of computer literacy in Microsoft Office suite
• Some degree of competency in Arabic language would be an advantage.
