The Role:
The Assistant Project Manager reports directly to the Project Manager and is responsible for supporting all activities associated with the full life cycle delivery of a work package assigned to them. The Project Manager will support one of more of the following Projects; Temporary Buildings, Marine Transportation Facilities, Construction Electrical Supplies or Earthworks.

Responsibility for supporting the delivery of all the engineering, procurement, manufacturing, construction and commissioning activities for the life cycle of the contract or work package in accordance with the overall Project schedule. Responsible for supporting the planning and delivery in accordance with safety, quality, time and cost parameters to meet the needs of the Project.

Dimensions:
The Enabling Works Programme is a circa £600M programme, dedicated to establishing the construction infrastructure assets that will facilitate the effective build of the permanent power plant at Hinkley Point C.

This post will support the Project Managers of one of the programme's six discrete sub-projects, namely:
*Site Preparation & Restoration
*Earthworks & Preliminary Works (including roads, networks and structures)
*Construction Electrical Supplies and IT&Telecoms
*Temporary Buildings (Site Accommodation)
*Marine Transportation Facilities
*Permanent Roads & Networks

Dimensions include:
*Supporting a matrix team of specialist disciplines,
*Interaction within a matrix management structure.
*Supporting the administration of a contract likely to involve between 50-100 contractor staff, numerous external stakeholders and with a value of £50m
*Interfacing with a Programme Team of c.100 staff across all disciplines
*Interaction with other Programmes where interfaces exist and integration is required

Accountabilities:

*Define the work scope to be delivered within the contract or package of work and the interfaces to the other elements of the programme
*Assisting with securing the required resources to meet the project requirements, ensuring the maintenance of SQEP for any assigned resource and promptly identifying any personnel shortfalls or issues within their project team
*Assist in developing and executing effective delivery strategies and plans in line with the overall programme execution plan (PEP), setting out how the programme of work will be managed, organised and executed.
*Maintaining effective communications with all stakeholders and executing the project or PEP strategies within their contract or package of work
*Support the delivery of the contract or package activities so they are delivered safely, on time, to budget, meeting business & technical requirements. Monitor and manage the progress of the programme - track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters
*Manage relevant consents and permits from external regulators, local authorities and the Adjacent Facilities of HPA and HPB in order that they are in place when needed
*Identify risks and facilitate the resolution of all issues raised, develop and update the programme budget, and escalate any issues to the Programme Manager,
*Developing and maintaining level 3 schedules for the contract or package of work that are consistent with overall Project schedules (levels 1 and level 2)
*Interface with other projects and programmes to provide a high-level view of how the total project is progressing and to identify and adopt the use of best practice
*Review if contract or package contractual requirements are being fulfilled and support the day to day contract administration

Essential Skills / Qualifications:
*8 to 15 years' experience of delivering civils infrastructure in the role of Assistant Project Manager, Project Engineer or Construction Manager from either a Client or Contractor background
*Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security and environmental responsibility,
*Demonstrate success in managing / developing:
oEngineering design, contract and field execution strategies for project delivery,
oMulti-discipline projects,
oControl of costs; risk; schedule and change and proficient in the use of Earned Value tools, and
oClose out of commercial claims and the associated negotiations.
*Experience of successfully engaging groups of stakeholders,
*Good presentation, and excellent communication and organisational skills, able to develop relationships and maintain effective networks,
*Strong numerical and analytical skills,
*Degree and working towards chartered status in an engineering
