The Role:
Our leading client is currently seeking a BOO Contracts Administrator to work in Egypt on a 12 month contract.

Accountable to the Project Manager for developing the water purchase agreement based on Build-Own-Operate (BOO) contract model , Lead the preparation of Tender documents and tendering process in timely and with the required quality in accordance with the company procedures, ensuring that all aspects of the contract during the development and execution phase are correctly addressed.

Develop the BOO contract structure & water purchase agreement of the Project and ensure contract drafted to reflect finally agreed position.
Develop the measures of performance by agreeing to an output specification, draft the Key Performance Indicators (KPIs) of the contract and set the payments according to the performance criteria.
Take the lead in all tasks relating to the contract development cycle, including, developing, maintaining and administrating BOO type of contracts.
Develop the commercial evaluation criteria of the tender and coordinate the approval protocol with company bid committee.
Seek all the approvals from company bid committee and follow the bid process from the submission through to award.
Conduct pre-qualification, evaluation criteria preparation, issue, receipt, opening and assessment of tenders and award of contracts in compliance with laws, regulations and company Procedures.
Verify the completeness of contract documents (consistency check), supervise their distribution to project team members and regularly execute contract review meetings.
Liaise with the Legal advisor to review and coordinate all T&Cs, contractual and commercial, ensuring consistency of qualifications and compliance with Company procedure and ensure administration of legal issues related to damages, claims, disputes, litigations.
Coordinate with the other concerned organizations in company procurement & contracts to ensure compliance with the company bidding process.
Assist and contribute in developing the scope of work and other contractual schedules.
Initiate guidelines, coordinate activities and provide technical expertise to assure the proper and timely development and/or maintenance and administration of contracts.
Assist in feasibility studies to determine viable contractual options and Develop commercial evaluation criteria.
Negotiate and analyse the contract terms and identify areas of possible risks and opportunities related to the negotiation, interpretation and application of contract clauses, exploring contractual solutions and alternatives to minimize risks and optimize opportunities during contract development or contract execution;
Contribute to the definition of risk profile for the Project, ensuring that the defined risk is adequately reflected in the relevant contract documents.

Essential Skills / Qualifications:
- Educated to Degree Level - Preferable in Legal, Engineering, financing/commercial Studies
- Must have relevant experience in BOO contracts tendering, preferably with knowledge of desalination operations.
- Must be competent in the use of written language, as well in consultation with members of the legal profession, as a contract must be legally defensible to be enforceable.
- Significant experience in the tendering, commercial evaluation, negotiation and execution of high-value BOO contracts, qualification of commercial documentation, negotiating, cost forecasting and reporting.
- Experienced in Egyptian regulation and Conversant with contract law;
- Ability to prepare, produce and review tenders within tight deadlines.
- Proficient in Microsoft Packages - Word/Excel/PowerPoint
- Fluent/ Excellent communicator in spoken and written English
