The Company:
Our client is a large organisation responsible for the planning and maintenance of major transport projects in the Manchester area.

The Role:
The client ideally wants to take this person on a fixed term appointment for 6-12 months

The Business Analyst will be involved in progressing with the IS elements of Shared Services Business Analysis an additional resource is required at the earliest date to develop the overall IS requirements, the key tasks will include:

Meet with key districts and internal staff to develop a High Level Business Requirement (HLBR) for the Process Management/Workflow systems, this will be used to initiate the Procurement process for this system and forma key part of any PQQ;

Extend the HLBR into a detailed Business Requirement that defines the overall requirement, this will form the basis of the Procurement exercise. This will involve further stakeholder liaison, feedback, market research, market soundings etc;

The Business Analyst will devise and agree interfaces to Local Authority systems and consequent changes required to LA systems

Participate in the Procurement exercise, devise evaluation criteria and scoring model, longlist, evaluate initials bids, shortlist, evaluate bids, develop proposal with potential/selected suppliers, devise implementation plan, test strategy etc ;

Support the implementation programme;

Co-ordinate delivery with LA’s

The Business Analyst will meet with the districts and key internal staff to establish a current systems portfolio that defies current systems used, their purpose, licencing etc, this will form the basis of the Shared Services software portfolio which will define what software the new organisation uses in its new format, define any training requirement, operating costs, service model. This will feed into any further Procurement exercise;

Establish current Data Quality status, Devise Data Migration strategies with the districts

Establish Asset Management strategies;

Devise overall operating model, associated processes policies and procedures; and

Provide general project support, advice and guidance to ensure successful delivery.

It is envisaged this would involve an experienced Senior Business Analyst with the following skills:

o Business Requirement definition
o Process development and implementation
o Project Management experience
o Strong third party liaison expertise
• Issue Resolution
• Requirements Definition
• Resolution of conflict and compromise negotiation
o Development of Business Cases
o End to end Experience of the tender process
o User support
o Resource, Timetable and Priority management

Desirable Skills / Qualifications:
Ideally the candidate will have been involved in the rail industry
