The Role:
1. Basic Function and Scope:

The project Planning/Progress Engineer reports to the Business Manager. Responsible for the cost estimates and implementation schedules across all engineering disciplines from conception to completion. Reviews and monitors Contractors’ schedules and schedule performance. Develops and implements internal planning, scheduling and cost control procedures, as well as planning and reporting procedures to be followed by Contractors. Monitors and controls cost commitments and expenditure using Primavera Expedition and Company SAP corporate information system.

2. Tasks and Duties:


a) Develops internal procedures for planning and scheduling in-house engineering work. Assists engineers in the division in the preparation and updating of in-house schedules
b) Prepares project master schedules, using Primavera P3 software, to support internal project justification, as well as for Contract Invitation to Tender documents
c) Organizes and provides weekly work summary report for the management update, including planned/actual man-hours, plans compliance reports and PM compliance reports and other key reports as necessary
d) Reviews tender schedules and provides technical input in tender evaluation. Reviews and approves Contractors’ schedules and progress measurement methodologies and monitors Contractors schedule and progress performance.
e) Prepares and issues various analytical and statistical reports for management and engineers such as work order backlog, failures records, overtime figures, manpower availability, preventive maintenance compliance and breakdown/preventive maintenance ratios
f) Participates in the preparation of master plan schedules, in respect of Engineering items. Develop long term, monthly and weekly schedules. Supporting PMT and Cost Stewards with ongoing project cost and schedule analysis, reporting, forecasting, budgeting and Change Management:
• Develop and document Schedules annual and multi-year), and ensuring that these products reflect the approved project design/execution scope
• Analyze schedule trends, develop and review schedule forecasts
• Monitor and report on schedule implications of changes
• Participate in contract commercial bid evaluations (as required)
• Participate in developing Contract Control Schedules and Milestones
• Respond to ad hoc requests from PMT related to Controls/Reporting

g) Monitoring and appraising the performance of Contractor's Site in the areas of cost, progress and schedule control.
• Examine and evaluate the Contractor’s schedule control organization, plans, performance and procedures
• Review and, where appropriate, endorse schedule, progress Baselines and forecast prepared by contractors
• Analyze schedule and progress trends developed by contractor
• Review and endorse progress measures reported by the contractor
• Review schedule bases of contractor's Change Proposals - review and endorse Change
• Assist site management in developing/reviewing schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented
h) Maintain regular contact with Cost and Schedule organization in the Sub-project teams and with the EDMS Functional Organization.
• Maintain close liaison with planning engineers in the Sub-project teams and EDMSC Function
• Provide direction and feedback to Sub-project planning and control engineers on schedule aspects of the project
i) Conduct briefing sessions for project team members with respect to project control requirements and processes. Participate in gathering and recording lessons learned for the project. Advise the EPSCC contractor's organization with respect to:
• Project controls tools and reports
• Contractor's efforts in schedule

Essential Skills / Qualifications:
7. Minimum Requirements:

a. Bachelors of Science Degree in Account Engineering or equalent

b. Excellent understanding of Project Technical requirements

c. Excellent written and verbal communication skills

d. Excellent interpersonal skills

8. Experience

a. Minimum of fifteen (12) years of broad experience in control, business and planning, would have at least five (7) years of experience in projects.

b. Experience with contractors and vendors, in particular those involved in the engineering and construction of refining facilities

c. Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

d. Read, write, and speak fluent English, especially as it applies to technical communications

e. Minimum three (3) years Middle East experience
