Purpose:
Support the Senior Buyer to:
Ensure Purchase Orders are placed and followed up for
• Comply with the procurement process, systems and procedures to ensure cost effective, auditable and transparent procurement services, to customers.
• Use SAP Blueprint system effectively for managing assigned procurement transactions.
• Monitor procurement performance with feedback to the Senior Buyer and to customers as may be required.
• Execute Company procurement processes consistently.
• Ensure compliance with all PRC and FF requirements relevant to procurement.
• Buy assigned materials cost-effectively and efficiently – both for direct and indirect materials.

Accountabilities and Responsibilities:
Support the Senior Buyer to:
• Implement the Company procurement policies and procedures when buying materials
• Comply with C&P minimum procurement standards and align with global processes.
• Contribute as a member of the Procurement team.
• Ensure the successful implementation of SAP Blueprint Buying Modules into C&P Materials management.
• Support procurement strategies and contract implementations to support the provision of materials to customers within the organization.
• Create request for quotations (RFQ) and organize competitive biddings from various suppliers to obtain best quality, delivery and price for goods.
• Comply with requests for materials, preparing and issue purchase orders using defined buying channels, track purchases and supplies, resolve supplier qualifications, and handle inquiries about orders.
• Analyze and resolve goods and invoice receipt issues with assistance as needed
• Implement agreements for local procurement of goods.
• Assess supplier performance and conducts reviews with suppliers
• Request and justify disqualification of suppliers as needed with VQD support team.
• Facilitate discussions between internal customers and suppliers
• Document single and sole source justification and maintains files to support single and sole source supplier choice

Dimensions
• Materials procurement for 5000 stock items, and >100 Direct Charge items per month.
• No direct staff
• >100 transactions per day (SAP Purchase Requisitions, POs, etc)
Safety Responsibility:
The job holder will promote safe working practices in company operational and non operational premises and will act at all times in accordance with the company HSE and business ethics policies.

• Kazakhstan Statutory Health, Safety & Environmental Laws/Regulations
• Corporate Health, Safety & Environment Policy, and Safety Management Systems
• Ensure safe systems of work in the office.
Qualifications, Experience & Skills:
• Professional degree and/or a recognized professional qualification.
• Work experience min 2 -3 years in Procurement function in the Oil and gas related industry in onshore/ offshore contexts.
• Skills in Procurement and contract management and working knowledge of C&P Materials Management.
• Experienced and good working knowledge of SAP Blueprint PtP; RtP and MM modules.
• High degree of computer literacy and knowledge of MS Office suite of desktop applications and related documentation.
• High respect and proactive in HSE culture.
Multi-disciplinary team-working and networking, including working across cultures and communicating effectively in English.
• Good inter-personal skills.
