The Company:
Our client, an Internationally renowned Oil & Gas operating company are looking to recruit a buyer to work in their contracts & procurement team in Qatar

The Role:
The Procurement Operations (PRO) Section has the responsibility of procuring items, equipment, consumables (and Services for FBS Department) for Operation onshore and offshore; the objective being: to harvest commercial synergies through right quality, visible cost savings, timely deliveries, and favorable commercial terms & conditions. In line with global legislative requirements and processes, procedures and business objectives.

Procurement of materials in a proactive manner to meet business objectives
Monitor the list of PRs of own area of responsibility and continuously execute with appropriate actions till financial closure of the commitment. (including PE, PO, INV processing).
Ensure full compliance with and understanding of, business process and SAP ERP system.
Observe and comply all safety rules and regulations.
Maintain continuous vendor performance and participate in vendor audits, vendor development.
In addition to own area of responsibility, support the Supply Chain activities as required.
Demonstrate cost awareness thus minimizing expenditure.
Prioritize and execute PRs for complex or high value or highly urgent items.
Assist the requisitioning departments in obtaining product specifications and clarifications when requested.
Actioning the procurement processes for the identified PRs – from scouting for vendors to negotiations and evaluation of quotes / bids (and awarding the contract if required), to expediting, invoicing and monitoring, developing vendor performance across the process.
Actively share status updates with all stakeholders throughout the process.
Maintain the purchase documents in an organized manner and ensure procedures are followed.
Liaise between the global and local stakeholders
Requisitioning departments, quality control, warehousing, logistics, legal, support functions and vendors.
Ensure satisfactory knowledge of all technical requirements in terms of the exact scope with quantity and quality specifications and timeframes.
Proactively analyze frequently procured items and suggest inputs for supply chain improvements; Contract, agreements and participate in its preparation work when required.
Update self and colleagues with market and industry developments.
Pro-actively suggest updates and ensure implementation of revised Standard Operating Procedures (SOPs).

Essential Skills / Qualifications:
Bachelor degree / Diploma of Supply Chain Management or other relevant commercial education

Desirable Skills / Qualifications:
6+ years relevant procurement experience in the Oil & Gas Industry preferably in the Mid-East
