The Role:
JOB DIMENSIONS

The project starts April 2016 and ends January 2018.
The Buyer is part of a Project Team tasked with tendering and awarding a major maintenance contract at TLOR.
The Buyer will have the purchasing responsibility for this project.
Commercial value of the new term contract: several million GBP per year.

ACTIVITIES/RESPONSIBILITIES

The Buyer will report to the Project Leader and will liaise with the Head of Purchasing on issues of purchasing strategy and policy.
He/she will also coordinate with Total’s Central Purchasing function and will provide support to the Project Leader in all aspects of the contract development process.
He/she will often be the first point of contact between contract companies and Total during this process and as such will be expected to demonstrate the highest professional standards of integrity and confidentiality in all activities, including:
Launch of Request for Information (RFI) and a Request for Quotation (RFQ) via the tool ARIBA.
Issuing or receiving and responding to requests for clarification from bidders.
Participation in commercial analysis, negotiation and final award stages.

CONTEXT AND ENVIRONMENT

LOR is a separate entity working within Corporate and Refining and Chemicals division rules.
The Purchasing function is heavily involved in a variety of ongoing projects to re-engineer business processes on LOR site.

ACCOUNTABILITIES

Ensure Group Purchasing practices are adhered to.
Ensure legal requirements are adhered to.
Ensure technical specifications are maintained.
Ensure Health & Safety requirements are maintained.
Ensure time-scales are maintained.

QUALIFICATIONS/EXPERIENCE REQUIRED

Purchasing experience (min 10 years) in refining, chemicals or equivalent heavy, process industry environment. Supported by a relevant professional qualification.
Experience of developing high value, incentive driven, term contracts for provision of services, ideally in a maintenance environment.
Experience of project management.
Communication skills and attention to detail in collating enquiry documents and channelling information to and from tenders.
Analytical ability in reviewing and extracting key data from extensive commercial submissions.
Negotiation and interpersonal skills in maintaining constructive working relationships whilst moving towards a commercially successful outcome.
Computer skills – Microsoft Office (Word, Excel, PowerPoint, Outlook), SAP, Ariba
Familiar with interpreting technical specifications
Knowledge of Heath & Safety Regulations & the standards required on a top-tier CoMAH site
Knowledge of competition and employment law as well as other legislation relating to purchasing
Knowledge of contractor market in the UK and beyond

SAFETY & HEALTH

Ensure that health and safety are given appropriate emphasis as a top company priority throughout the process and tenderers are provided with copies of all necessary company procedures and other information.
Ensure health and safety responsibilities and liabilities are appropriately addressed in the development of the contract.

ENVIRONMENTAL

Ensure suppliers comply with the policy requirements that relate to them.
Ensure purchase orders contain necessary waste disposal clauses.

QUALITY

Ensure purchase orders specify full requirements for test, certification clauses, together with relevant standards and codes, etc.
Maintain record of suppliers’ data for compliance with ISO 9000/2000.
