The Company:
a major oil and gas operator

The Role:
The Global Shipping Business (GSB) is accountable for the strategy and operational/commercial efficiency of the Operator’s worldwide fleet of vessels for the transportation of hydrocarbon cargoes, including LNG, oil and LPG.
• The role will be the primary contact for all Contracts and Procurement (C&P) activities to satisfy demand originating in GSB locations (currently Houston, TVP, Singapore, Brazil and various shipyards).
• The GSB teams that will be supported include Marine Operations, Marine Assurance, Ship Design & Construction, Marine Projects and Maritime HSSE.
• There will be an initial focus to conduct a diagnostic review within these teams to establish the scope and scale of C&P activities required to enable their businesses.

There will subsequently be an ongoing requirement to:
• Ensure implementation of robust, fit for purpose process, aligned where appropriate to the Group C&P Standard;
• Drive synergies across Houston based businesses, primarily through working in close collaboration with C&P Manager for the Houston Asset.
• Drive synergies across the GSB organization, where appropriate.
• It is anticipated that the role will predominantly cover activities classified as marine, indirects and IT category spend.

As such, the role will be:
• Accountable for actively supporting GSB Demand Managers in the development of Contract Management Plans and sourcing needs through:
o Development of annual and longer term project plans for proactive management of all relevant contracts and sourcing requirements.
o Regular engagement with Demand Managers to update and revise project plans.
o Identification of key risks to implementation of project plans
o Identification of synergies across global businesses.
o Building positive relationships with key strategic contractors, under supervision of Demand Managers.
o Embracing the GEMS culture of fast-paced, accurate, safe and efficient delivery; within a global and dynamic trading environment.
• Responsible for engaging relevant C&P Global Category experts in the development and implementation contracting activities deemed strategic and sourced via the strategic sourcing process;
• Accountable for relevant operational sourcing activities;
• Responsible for ensuring efficient and effective transacting of activities relating to the Source to Pay process, and the sourcing of low value activities through the Global Shared Services (GSS) organization in Bangalore.

The above should all be carried out to optimize value creation/preservation and deliver contractual flexibility, whilst ensuring effective controls and safety management.

Other Key Accountabilities for this role:
Health, Safety, Security and Environment (HSSE):
• Championing the Operator’s Group HSSE agenda, and demonstrating safety leadership.
• Ensuring contractor selection, award and performance management processes drive optimal HSSE performance.
Influencing the network
• Collaborating with category leads;
• Educating internal stakeholders to ensure they support the strategy, and are aware of their and C&P’s roles and remit.
Strategy development
• Supporting the development of the Category Plan including the segmentation of spend into appropriate categories.
• Building strong relationships with internal stakeholders to understand and help shape demand with the Category Leads.
Market approach
• Ensuring robust process and the compliance with the Operator’s Standards and Guidelines throughout the tendering and bid evaluation phases.

Policy, Process and Governance
• Establishing and maintaining effective C&P processes which ensure that GSB activities are carried out in compliance with Group policies and the Operator’s C&P Standard and Guidelines.
• Undertaking due diligence to mitigate risk from supplier selection through to contract execution.
• Ensuring C&P activities are executed utilizing systems as defined in the Operator’s Group C&P systems strategy (eg SAP, Procon).
• Ensuring appropriate engagement with Legal to deliver robust contracts.

Performance and Relationship Management
• Ensuring implementation of robust Contractor Performance Management (CPM) and Contractor Relationship Management (CRM) Processes.
• Benchmarking C&P activities to assure effective performance.

Change Management
• Ensuring integration of the Group C&P agenda where appropriate, and contributing and recommending changes to best practice processes.
• Identifying the need for, and integrating the input of, experts from other functions and external consultants.

Personal and Professional Development
Ensuring he/she broadens and deepens their Functional, HSSE, interpersonal, business and leadership skills through continuing personal and professional development.

Essential Skills / Qualifications:
• Educated to degree level; membership of a relevant professional body (eg MCIPS, CPSM) preferred.
• will have prior experience of working in a C&P role with responsibility for shipping (Marine) activities.
• Competent in all phases of the C&P process. Able to develop and implement more complex asset-level sourcing/category management approaches in line with C&P strategy, and make material contributions to regional and global initiatives.

• Record of good performance and value delivery in a number of sourcing, category management, performance management or C&P process development roles.

• Demonstrate experience of managing multiple workstreams and delivering on time.

• Wide experience of different markets, categories and/or systems.

• Growing an established network of external relationships including dealing with global stakeholder team.

• Evidence of being able to manage diverse stakeholders within challenging environments.
