The Company:
a major oil and gas operator

The Role:
Operator is currently seeking to acquire acreage in certain States in the US L48, and to commence onshore exploration, appraisal and development programs. In the initial phase, it is anticipated that drilling operations, initially comprising a 6-8 well program, will commence before end 2015.

The jobholder has overall responsibility for all Contracts & Procurement (C&P) activities for the L48 Asset including the phase 1 project. Initial activity is expected to include land acquisition; drilling, completions and testing operations to deliver E&A wells; associated other land operations (civil works, water management, environmental assessments, etc.) to support the program; and in-directs/IT spend categories. The jobholder is accountable for all C&P activities within the L48 Asset. Working in collaboration with the C&P Function and Asset leadership team, the jobholder ensures the development and implementation of fit for purpose processes, C&P strategies and contracts to optimize value creation, control and safety management in support of delivery.
Additional accountability will also include the transition of relevant L48 transactional activities to a Global Shared Services organization.

As this position is a Function Critical Role, the jobholder will have certain accountabilities agreed with their HoF as set out in the Asset - Function Accountability Standard (AFAS), which are expected to involve:
• Contributing to delivery of the Business Plan and Asset growth projects by carrying out the Function/Asset scope of work in accordance with the Operator’s Way and the Internal Control Framework. In particular, this will require identifying any compliance gaps with Functional standards, developing plans to address them and seeking dispensations as required;
• Implementing the Function strategy and improvement plans within the jobholder's defined scope of work.

Other Key Accountabilities for this role:

The jobholder is accountable for all C&P activities in the L48 Asset, and for ensuring the role of C&P in value creation, control and safety management is fully leveraged, specifically:
Health, Safety, Security and Environment (HSSE):
• Championing the Operator’s Group HSSE agenda, and demonstrating safety leadership in C&P.
• Ensuring contractor selection, award and performance management processes drive optimal HSSE performance.
Change Management
• Leading delivery of the C&P transformation agenda, including enrolling Asset leadership in the process, while concurrently ensuring business delivery is sustained.
• Ensuring integration of the Group and Asset C&P agenda, and contributing and recommending changes to group strategies and best practice processes.
• Identifying the need for, and integrating the input of, experts from other functions and others.
Resource and Talent Management
• Building and maintaining a high performing and fit for purpose C&P function in the Asset to support delivery of the Asset business, consistent with the Group C&P talent management and HR processes.
• Communicating the vision, strategic direction and performance of both the Asset and the Function, and providing business context to the Asset.
• Acting as mentor and role model as appropriate, and championing the Operator’s Group Behaviours.
• Conducting succession planning for the Asset as required.
Value Delivery
• Implementing fit for purpose processes to ensure awareness and understanding of both historic and anticipated future spend within the Asset, and the associated impact on the business plan.
• Working in collaboration with Global C&P Category Teams to ensure development and implementation of category plans and C&P strategies to optimize value for the business.
• Developing and sustaining capabilities to ensure deep understanding of supply markets in order to identify opportunities and mitigate risk.
• Ensuring efficient development and execution of robust contracts and contract management plans.
• Ensuring efficient implementation of robust Contractor Performance Management (CPM) and Contractor Relationship Management (CRM) Processes.
Governance and Control
• Ensuring any C&P staff working in conjunction with the Asset are familiar with and working in compliance with the Operator’s Business Principles, and relevant Policies and Standards.
• Ensuring Asset C&P activities are conducted in accordance with the Operator’s Group Standard, and where feasible utilizing Group C&P systems architecture.
• Undertaking due diligence to mitigate risk from supplier selection through to contract execution.
Performance Management and Best Practice Transfer
• Implementing performance management and reporting processes to support delivery of the Asset and C&P functional agenda.
• Establishing external relationships with cross-industry peers to maintain knowledge and understanding of the US L48 business environment and developments in C&P theory and practice, assessing their impact and maximizing benefits to Asset C&P Function performance.

Personal and Professional Development
Ensuring the jobholder and C&P staff associated with the Asset, broaden and deepen their Functional, HSSE, interpersonal, business and leadership skills through continuing personal and professional development.

Essential Skills / Qualifications:
• Educated to degree level; membership of a relevant professional body (eg: MCIPS, CPSM, MIIAPS) preferred.
• Successful track record in a C&P lead role supporting land seismic and drilling operations in the US onshore (unconventional) with associated knowledge of local markets is strongly preferred.
• Experienced leader having previously managed C&P activities for an Operator in the upstream energy sector, with a consistent record of delivery in a number of substantial roles, normally including international experience. May also have held a developmental role in another function.
• Fully competent in all phases of the C&P process, with deep understanding of category management and the development and execution of C&P strategies to deliver optimal value to the business.
• High level of US L48 industry knowledge, and understanding of the Operator's Group’s position in the market and how to maximize competitive advantage.
• Strong base of cross-industry contacts in the oil & gas C&
